CITY MGR.~ RECOMMENDED ACTION: If Council concurs, your action is to adopt Resolution NO. fy-/DL approving LCPA 88-2 and LFMP.6(A) and introduce Ordinance No. d3- $9 approving ZC 88-1. ITEM EXPLANATION The City Council at your meeting of March 21, 1989 directed our office to prepare a resolution approving an amendment to the local coastal plan and to the local facilities management plan as well as an ordinance approving the zone change. APPLICANT: CITY OF CARLSBAD AND VON DER AHE CASE NO: LCPA 88-2 & LFMP 6(A) WHEREAS, the Planning Commission did on February 1, 1989 hold a duly notice public hearing as prescribed by law to consider an amendment to the Local Coastal Plan LCPA 87-3 and the Local Facilities Management Plan 6(A); and WHEREAS, the recommended Local Coastal Plan Amendments to bring Local Coastal Plan designations into conformance with the Carlsbad General Plan have been declared to have a nonsignificant impact on the environment and a Negative Declaration was approved by the City Council on March 21, 1989 in compliance with the requirements of the City of Carlsbad Environmental Protection Ordinance of 1980 and the California Environmental Quality Act; 9 WHEREAS, the City Council did on March 21, 1989 hold a duly advertised public hearing to consider said amendments and at that time received the recommendations, objections, protests and comments of all interested persons desiring to be heard: and WHEREAS, the City Council, after considering all proposed changes to the Local Coastal Plan and the Local Facilities Management Plan, directed the City Attorney to return with appropriate documents to allow the City Council to vote on the change individually as a part of one single amendment to the Local Coastal Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the findings of the Planning Commission as set forth in Planning Commission Resolution No. 2819 (LCPA 88-2) and Planning Commission Resolution No. 2820 (LFMP 6(A) constitute the findings of the City Council. 3. That the Local Coastal Plan be amended as follows: A. LCPA 88-2: To change the Local Coastal Plan for approximately 27 acres of property from RD-M to RP-Q on property located on the northwest corner of El Camino Real and Alga Road as shown on the map marked Exhibit llA1t dated 2/1/89 attached hereto and made a part hereof. B. LFMP 6(A) : To make a minor boundary amendment to the local facilities management plan - zone 6 as on Exhibits I1Af1 and ItBll dated February 1, 1989, attached hereto and made a part hereof.
