HD./ CITY MGR. ~ RECOMMENDED ACTION: Adopt Resolution No. fq-k/ , amending the classification plan and salary schedule of the City toydopt the classification of Media Services Manager. ITEM EXPLANATION The Personnel Department in concurrence with the Library has developed the job classification of Media Services Manager. This classification is a revision of the Audio-visual Specialist job classification. The retirement of the Audio-visual Specialist has allowed the Library Director to combine the duties of the Audio- Visual Specialist with those of the manager of the audio-visual division of the Library. The additional duties of the Media Services Manager include: 4 Perform as a specialist in the development and production of still, multi-image, motion picture/video and audio information programs. Coordinate the development of mu1 ti -media presentations with department heads, administrative personnel, and others associated with the project. Photograph various events of technical, historical, or newsworthy importance. Process black and white and color materials. Edit film using A & B or checkerboard method. Edit and assemble 35 mm slides and program music, narration, and sound effects onto audio tape. Reprogram audio and visuals for two, three, or four projector slide shows. Act as director, cinematographer, make-up person, lighting director, sound recordist, editor, negative cutter, multi-image programmer, photographic processor, and printing technician as needed. Delete the requirement of: 4 Develop, direct, and participate in special project audio-visual programs developed for Library patrons. PAGE 2 OF AB # YY63 FISCAL IMPACT Staff is recommending that the bi-weekly salary range be lowered from $1,441-$1,839 to $1,226-$1,565. This salary range is being recommended after an internal comparison was made with other management salaries. It was determined that the salary range for Media Services Manager be tied to the salary range of Management Analyst. EXHIBITS 1. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Media Services Manager should be adopted and included in the City's Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Media Services Manager as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Media Services Manager to the Management Salary Scheduled at the range of $1,226 - $1,565 bi-weekly as shown in Attachment B, attached hereto and made a part thereof. DI STINGU ISH I NG CHARACTERISTICS This is a one position classification. An 1, motion picture, and/or video in support of all City departments; incumbent assigned to this position will be responsible for overseeing the City Library's audio-visual program and for using various presentation media to convey information and accomplishments of various City departments to the local community, and other government officials as needed. EXAMPLES OF DUTIES Plan, organize, and supervise the City Library's audio-visual program. Select and acquire films and other audio-visual resources and equipment for the Li brary . Perform as a specialist in the development and production of still, multi-image, motion picture/video and audio information programs. Develop audio-visual resources including the scripting and editing of programs for 1 i brary and City use. Assist other professional Library staff with audio-visual technical questions as necessary. Coordinate the development of multi -media presentations with department heads, administrative personnel, and others associated with the project. Photograph various events of technical, historical, or newsworthy importance. Process black and white and color materials. Edit film and video using the most appropriate method to convey information. Supervise and participate in the circulation audio-visual materials. Edit and assemble 35 mm slides and program music, narration, and sound effects onto audio tape. Reprogram audio and visuals for two, three, or four projector slide shows as needed. Act as producer, director, cinematographer, makeup advisor, lighting director, sound recordist, editor, multi-image programmer, processor and printing technician as needed. . i , MEDIA SPECIALIST, Continued Participate in budget preparation and administration. Supervise, train, and evaluate assigned staff. OUALIFICATIONS Know1 edse of: Basic functions and organization of a City government and public library. Use of standard Library tools and policies in processing library materials. Photographic and motion picture equipment including 35 mm and 24 still camera, 16 mm industrial video production equipment, and 4" VHS video equipment. Methods, techniques, and procedures for developing and utilizing, special camera lenses and accessories and lighting equipment. Principles of supervision, budgeting and pub1 ic relations. Ability to: Demonstrate a high degree of creative ability in communicating information through a variety of audio-visual media. Communicate clearly and concisely, orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Work independently with a minimal amount of guidance and supervision. ExDerience and Education Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: ExDerience: Three years of experience involving technical audio-visual work including practical photographic and media production experience. Education: Possession of a Master of Library Science degree from an American Library Association accredited library school.
