ITG. 4-18-89 REVISING THE JOB CLASSIFICATION FOR PERMIT CLERK IEPT.-
RECOMMENDED ACTION:
Adopt Resolution No. 89-118 , revising the job classification of Permit Clerk.
ITEM EXPLANATION
The Personnel Department, in concurrence with the Community Development Department, is recommending that the job classification for Permit Clerk be revised. The current job description no longer reflects the actual duties the incumbent is required to perform.
The additional duties of the Permit Clerk include:
Receives heavy volume of telephone call s from residents, developers, etc.
Receives, logs, and routes citizen complaints.
Receives, transcribes, and routes routine inspection requests.
Receives and processes formal requests for final inspection and occupancy re1 eases.
Coordinates activation of utilities with power company.
Receives, sorts, and distributes incoming and outgoing mail.
May require some computer data entry work related to project/permit tracking system.
Delete the duties of:
Receives the public, and accept and review building plans for necessary i n f ormat i on.
Determine type of building and types of permits needed, including electrical, plumbing, and mechanical permits.
Inform public of needed information and provide necessary direction.
Properly label, log, and route plans throughout various check and resubmittal phases including Building, Engineering, and Planning Departments.
Use assessor maps to determine street addresses on properties.

Prepare monthly and annual statistical reports from logged data including Valuation Reports, Inspection Activity, and Building Activity.
Compute permit and plan check fees using prepared established tables and logs.
Respond to questions over the counter and the telephone.
FISCAL IMPACT
There are no costs associated with the revision of this classification. The bi- weekly salary range for Permit Clerk will continue to be $662.15 - $784.96.

RESOLUTION NO. 89-118
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO REVISE THE CLASSIFICATION OF PERMIT CLERK.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Permit Clerk should be revised in the City's Classification
P1 an.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Permit Clerk as described in Attachment A, attached hereto
and made a part thereof.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 18th day of April , 1989, by the following
vote, to wit:

QUALIFICATIONS

Business office procedures, methods, and equipment.
English usage, spelling, grammar, and punctuation.
Report and correspondence formats.
Ability to:
Perform a variety of clerical functions.
Organize files and data.
Communicate effectively with the general public.
Type at a speed of 40 words per minute from clear copy.

ExDerience and Education
Any combination equivalent to the experience and education that could 1 ikely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be one year of responsible clerical and typing experience which requires a high degree of public contact.
