4-18-89 AMENDING THE MANAGEMENT COMPENSATION PLAN FOR ARTS MANAGER
RECOMMENDED ACTION:
City Council adopt Resolution No. 89 -1 19 , amending the classification description and salary range of Arts Manager.
ITEM EXPLANATION
The Personnel Department in concurrence with the Library, is recommending a revision of the classification and salary range of Administrative Assistant/Arts Coordinator. Staff recommends that the title of Administrative Assistant/Arts Coordinator be changed to Arts Manager. This title is more representative of the actual duties of the classification. The current duties of the classification are as follows:
1. Assists in budget preparation and analysis.
2. Represents the City in community and at professional meetings as requived.
3. Prepares, tracks, and reviews applications for funding assistance with other governmental agencies and private foundations.
4. Prepares complete reports and make presentations on the formulation of policy and procedure, staffing, and organizational requirements.
5. Provides technical and staff assistance to the Arts Commission.
6. Plans and implements informal programs to stimulate and maintain community interest in the arts.
The current classification does not adequately identify all of the duties and responsibilities assigned to this position. It is recommended that the following duties, that the incumbent already is performing, be added to the classification description:

FISCAL IMPACT
Staff is recommending that the salary range be increased from $1,415 - $1,806 to
$1,579 - $2,015 bi-weekly. This equals $41,054 - $52,390 on an annual basis. This
recommended salary is comparable to the salary of the Senior Citizen Coordinator. The major responsibilities of the Arts Manager and Senior Citizen Coordinator are
similar in that both positions are required to staff a Commission and both are responsible for managing a City-wide program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO REVISE THE CLASSIFICATION OF ARTS MANAGER.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification and salary range of Arts Manager should be amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Arts Manager as described in Attachment A, attached hereto
and made a part thereof.
3. That the City Council authorizes and directs the City Manager to amend
the salary range of Arts Manager from $1,415-$1,806 bi-weekly to $1,579-$2,015
bi-weekly as described in Attachment B, attached hereto and made a part thereof.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 18th day of April , 1989, by the following

ExDerience and Education
Any combination equivalent to the experience and education that could 1 i kely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
ExDerience: Three years of experience in the development and administration of arts programs with at least one year of supervising experience.
Education: Equivalent to a bachelor’s degree from an accredited college or university with major work in arts administration, fine arts, public administration, or related field. A master’s degree in arts administration or related field is desirable.
