RECOMMENDED ACTION:
The Traffic Safety Commission recommends that the City Council adopt Resolution N0.29- /ALL5 temporarily closing Manzano Drive at Carl sbad Boul evard and for the City Council to approve the other 10 recommendations of the Traffic Safety Commission.
ITEM EXPLANATION:
On September 9, 1988 staff received a letter from Mr. Bailey Nobel requesting that: 1) the traffic signal scheduled for construction at the Carlsbad Boulevard/Cannon Road intersection be installed; 2) a traffic signal and warning signals and 1 ights be installed at the Manzano Drive/Carlsbad Boulevard intersection and 3) a STOP sign, painted crosswalk and pedestrian crossing signs be installed on Carlsbad Boulevard at the Cerezo Drive intersection. Subsequent to receiving the letter, the City Council directed staff to conduct the appropriate traffic studies to analyze the requests and then present the data for discussion and recommendations from the Traffic Safety Commission. Objectives of the traffic study included: 1) evaluate the need for additional traffic controls at the Manzano Drive and Cerezo Drive intersections; 2) identify deficiencies within the specified study corridor and 3) determine necessary improvements to mitigate identified deficiencies and provide recommendat ions.
Staff conducted the required traffic studies during October and November, 1988. Results of the study were presented at the Traffic Safety Commission meeting of December 5, 1988 and were contained in the report titled "Carlsbad Boulevard Traffic Report - Palomar Airport Road to Cannon Road, November 1988."
A traffic signal is under construction at the intersection of Carlsbad Boulevard/Cannon Road at this time. Associated with construction of the signal will be the installation of a two-way left turn lane from Cannon Road to Cerezo Drive. The traffic signal is tentatively scheduled to be operational by June
1989.
In addition to evaluating the Cerezo Drive and Manzano Drive intersections for STOP sign warrants and traffic signal warrants, staff conducted additional traffic studies within the subject corridor. These studies included the collection of traffic volumes, an analysis of the collision history, speed surveys, turning movement counts, intersection delay studies and pedestrian gap studies. Upon completion of the various studies, staff formulated recommendations that were presented to the Traffic Safety Commission.
Warrants for the installation of STOP signs or a traffic signal were not met for Cerezo Drive or Manzano Drive where each intersect Carlsbad Boulevard. For this reason, the Traffic Safety Commission recommended denial of the STOP sign and traffic signal requests and also recommended against painting a crosswal k on Carl sbad Boulevard at Cerezo Drive.

Manzano Drive, where it intersects Carlsbad Boulevard, is in very close proximity to Palomar Airport Road and violates intersection spacing for a major arterial. In addition, a review of turning movements and traffic volumes on Manzano Drive at Carlsbad Boulevard found low use of this intersection. Streets internal to the subdivision exist to adequately facilitate subdivision traffic flow, thus rendering the need for Manzano Drive to provide access at Carl sbad Boulevard unnecessary. As a result, the Commission recommended that Manzano Drive be closed by construction of a barricade until the time Palomar Airport Road is realigned at Carlsbad Boulevard. At that time Manzano Drive could be reconsidered for removal of the barricade.
Due to limited visibility along Carlsbad Boulevard at night south to Manzano Drive, the Traffic Safety Commission recommended installation of three street 1 ights. These 1 ights would be installed on Carlsbad Boulevard between Manzano Drive and Palomar Airport Road. Manzano Drive is scheduled for widening and additional signing and striping was installed on the northbound Carlsbad Boulevard ramp and at the Carlsbad Boulevard/PAR gore point.

Deny the request for STOP signs on Carlsbad Boulevard at Cerezo Drive due to STOP sign warrants not being met.
Do not stripe crosswalks on Carlsbad Boulevard at uncontrolled intersections.
Widen Manzano Drive to meet City Standards.
Close Manzano Drive at Carlsbad Boulevard until such time that Pal omar Airport Road is real igned at Carl sbad Boulevard. At that time reconsider opening the intersection.
Install a minimum of three street lights on Carlsbad Boulevard south of Manzano Drive.
Enforcement of the prima facie speed limit by the Carlsbad Police Department should be continued with attention given to motorists that violate the pedestrian right-of-way.
Incorporate a study for widening Carlsbad Boulevard to four lanes from a point north of Tierra Del Oro to south of Manzano Drive in future design studies being contemplated or in a separate design study report.
Install a continuous two-way left turn lane from Cannon Road to Cerezo Drive when the Cannon Road/Carl sbad Boulevard traffic signal is installed.
Install additional signing and striping on the northbound Carlsbad Boulevard ramp and at the Carlsbad Boulevard/PAR gore point.

11. Pending studies should consider a suitable location for the State Parks and Recreation maintenance facility and no direct access to Carlsbad Boulevard should be permitted from the proposed site.
FISCAL IMPACT:
Design and construction of the three street lights is estimated at $10,000 and construction of a barricade and installation of adequate
warning and regulatory signs for the closure is estimated to cost $2,500. Sufficient funds are in Account Number 001-840-1990-2999 of the General Fund Contingency to perform this work.

APPROVAL OF MINUTES:
Minutes of the Meeting held November 7, 1988, were
approved as presented.
ORAL COMMUNICATIONS:
There were no requests to address the Commission.
OLD BUSINESS:
Rob 3ohnson announced that an Ordinance would be before
Council on December 6 to lower the prima facie speed
limit on Palomar Airport Road from Carlsbad Boulevard
to Paseo Del Norte to 35 miles per hour.
NEW BUSINESS:
A. Carlsbad Boulevard - Request for traffic signal at
Manzano Drive and STOP signs at Cerezo Drive.
Rob Johnson gave the staff presentation on this item as
contained in the staff report. He used transparencies to show the charts and graphs contained in that report
and detailed the very complete report written by the
Traffic Engineering Division. Officer Howard Carpenter
of the Police Department gave an analysis of procedures
in the Traffic Division for handling streets such ,as
Carlsbad Boulevard.
Commissioner Fuller inquired whether a stop sign at
Cerezo Drive might not adversely affect the level of service on Carlsbad Boulevard, and Mr. 3ohnson agreed
that was very possible. Mr. Fuller also asked whether
the continuous left turn lane on Carlsbad Boulevard could
be extended to Manzano, rather than just from Cannon Road
to Cerezo Drive. Mr. Johnson replied that the pavement
is not wide enough to do that.
Commissioner O'Day inquired about the proposed study for
widening Carlsbad Roulevard and why a study was
necessary. Mr. 3ohnson stated there is no date set at
this time, but a study is necessary due to right-of-way
problems with backyards and landscaping that would have to be removed.

Chairperson Melideo opened the Puhlic Hearinq at 4:27 p.m., and issued the invitation to speak
Batley Noble, 5470 Los Robles. ouestioned the statistics
gathered by staff in their report and stated that
excessive speed is certainly a Droblem: particularly
when 80 to 90 percent of the people clocked on Carlsbad
Boulevard were exceeding the speed limit.
Mr. Noble stated that closing Manzano Drive would not
slow the traffic on Carlsbad Boulevard, and would only
make people hostile. Mr. Noble stated he watched this
traffic survey being done, and the City vehicle was
parked on the side of the road with a flashinq liqht and
blinkers on. He felt that helped to slow the traffic
down and was not a true test of the speedina.
Mr. Noble said this was a residential area and the only
way to slow the traffic would be to install sfqnals and
stop them. He asked for help for the residents in that
area so they can cross the street safely.
L. 0. Brockmann, 5511 Los Robles Drive. stated that he
supported what Mr. Noble had said.
John Gray, 5451 Los Robles Drive. supported the previous
speakers and said his wife was driving one of the cars
listed on the report as having been rearended. Mr. Gray
said Officer Moore was a witness to her accident, as he
was writinq a ticket nearby.
Officers to be patrolling that area for the safety of the residents.
He asked for more Police
Mr. Gray concurred with the recommendation that Manzano
Drive be widened and the two-way left turn lane be
installed from Cannon Road to Cerezo Drive. He opposed
the closing of Manzano Drive--temporarily or permanently.
He asked the Commhsion to recommend to Council that more Police Officers be placed in that area.
Phil C. Bunn, 5350 Los Robles, concurred with the
statements of the previous speakers and added that
there is a palm tree at the southeast corner of Cerezo
Drive and Carlshad Boulevard that blocks the sight
distance for anyone tryina to enter Carlsbad Boulevard
from Cerezo Drive. He requested consideration be qiven
to qettinq rid of that tree.
Mr. Bunn said that if Carlsbad Boulevard js widened to
four lanes, that will mean more traffic travelling at a
faster speed. He felt that did not make sense.

not needed due to insufficient traffic.
Since no one else wjshed to speak on this item. the
Public Hearinq was closed at 4:40 p.m.
In answer to Commisston query about widening Carlsbad
Boulevard to four lanes. Mr. 3ohnson stated that the
SANDAG projections indicate that some day the four lanes
will be needed to handle the traffic.

Commissioner Fuller commented that when a street is
designated as a major arterial street, that street will
he built to four Lanes. He said if the citizens don't
like that desianation. they should take it up with the
Planninq Department and Planntno Commission.
chairperson Melideo added that Carlshad Roulevard was
Highway 101. and the only hiqhway to the south, for many
years. so the residents on that street should have been
aware of the status of the street.
Bob 3ohnson stated that the speed surveys were conducted
by staff In the City van. hut not with the blinkers on:
and. in fact, Mike Shirey conducted the Saturday surveys
from hts own personal automobile.

REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Commissioner Fuller asked staff to check the curb area
on Park Roulevard in Bristol Cove and to ascertain
whether the sight distance is such that the curb should
be painted red.
REPORT FROM TRAFFIC ENGINEER:
Bob 3ohnson reported that at the November 22, 1988,
Council Meeting 3erry Long of the Automobile Club presented a Pedestrian Safety Award for 1987 to the City
of Carlsbad for no pedestrian fatalities during the year of 1987.
Carlshad received this award.
This was the second year in a row that
Mr. Johnson announced that the January meetino of this
Commission will be held one week later. Monday. January
9, 1989.

RESOLUTION NO. 89-125
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA TEMPORARILY CLOSING MANZANO DRIVE AT THE
INTERSECTION OF CARLSBAD BOULEVARD.
WHEREAS, Manzano Drive was constructed to serve as an access into the
Terramar Subdivision; and
WHEREAS, the intersection of Manzano Drive with Carlsbad Boulevard is in
a location that violates City of Carlsbad Standards for intersection spacing; and
WHEREAS, future improvements of Palomar Airport Road at the Carlsbad
Boulevard intersection will meet City Standards for intersection spacing; and
WHEREAS, Manzano Drive is not required for internal traffic circulation of
the Terramar Subdivision;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That, pursuant to Section 21101(a) of the California Vehicle Code,
Manzano Drive shall be temporarily closed by the construction of a barricade.
3. That the City Engineer is hereby given the authority to have the
barricade designed and constructed as necessary to close Manzano Drive at
Carl sbad Boul evard.
