ESTABLISH A "NO PARKING" ZONE ON POINSETTIA LANE RECOMMENDED ACTION: Introduce Ordinance No. d5 r6 y amending the Carlsbad Municipal Code to designate NO PARKING on both sides of Poinsettia Lane from Carlsbad Boulevard to a point 440 feet easterly of Snapdragon Drive. ITEM EXPLANATION: The request to establish a NO PARKING zone on both sides of Poinsettia Lane was discussed at the April 3, 1989 meeting of the Traffic Safety Commission. Poinsettia Lane is designated as a major arterial on the City of Carlsbad Circulation Element. A portion of the road has been constructed to the major arterial standard of four traffic lanes and a raised median. On Poinsettia Lane, from Carlsbad Boulevard to Avenida Encinas, the road is constructed to only one-half the ultimate width and has one traffic lane in each direction. Signs declaring NO PARKING have been installed on this segment of Poinsettia Lane, however, there has not been an ordinance adopted by City Council to establish this existing parking restriction on Poinsettia Lane. The major arterial designation and existing parking restrictions would necessitate that NO PARKING be allowed on Poinsettia Lane. By a 3-0 vote, the Traffic Safety Commission recommended that a NO PARKING zone be established on both sides of Poinsettia Lane from Carlsbad Boulevard to a point 440 feet easterly of Snapdragon Drive, a distance of approximately 1.1 miles. NS-64 AN ORDINANCE OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.40.069 TO DECLARE A "NO PARKING" ZONE ON BOTH SIDES OF POINSETTIA LANE FROM CARLSBAD BOULEVARD TO A POINT 440 FEET EASTERLY OF SNAPDRAGON DRIVE. The City Council of the City of Carlsbad, California hereby orcrdins as fol 1 ows : SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by the addition of Section 10.40.069 to read as follows: "10.40.069 Parking Restricted on Poinsettia Lane. There will be no parking on both sides of Poinsettia Lane from Carlsbad Boulevard to a point 440 feet easterly of Snapdragon Drive. I' EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption and the City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Carlsbad Journal within fifteen days of its adoption. INTRODUCED AND FIRST READ at a regular meeting of the City Council held the 18th day of April , 1989 and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 25th day of April , 1989 by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson ATTEST : (SEAL)
