RECOMMENDED ACTION:

CITY ATTY
CITY MGk
Staff recommends Council adopt Resolution df/d , awarding
the contract for weed abatement to Ingold Tractor Service.
The City Fire Department annually -_ spects all property in the
city as part of the Weed Abatement Program. Property owners
with hazardous overgrowth of weeds or accumulation of trash
and debris are notified to clear their lots. If the property
owner fails to clean the property, the Fire Department,
through the use of a private contractor causes the property
to be cleaned, and the property owner is billed for the costs
involved.
Specifications for the Weed Abatement Program were developed
by the Fire Department. In accordance with Section 3.28.120
of the Municipal Code, Notice to Bidders was published and
Request for Bids was mailed to seventeen contractors. Two
responses were received, opened, witnessed and recorded on
April,4 1989. The lowest responsive bidder for the contract
was submitted by Ingold Tractor Service, 4135 Park Drive,
Carlsbad, California 92008.
Although Council has not adopted the 1989-90 operating budget,
the weed abatement program starts June 1, 1989. Last year's
program cost $30,050 and it is anticipated that funds in the
amount of $45,000 will be provided in next year's budget for
this program. The cost will be recovered through property tax
assessmentp.
