The Y.M.C.A. has advised City staff that they desire to se a parcel of land located west of El Camino Real and north Slippery Hill Lane, near Rancho Carlsbad Mobile Home Par This parcel is generally known as the I'Charles Kelly Primiti Campsitell and is almost completely covered by a grove eucalyptus trees. The parcel is approximately fifteen (1 acies in size and unimproved at this time. Zoning is L-C wi the potential of up to 4 units per acre. If the parcel we to be developed, it is believed that five (5) of the fifte acres would be retained as open space leaviny ten (10) acr usable. The Y.M.C.A. has established an asking price of $1 million or approximately $73,333 per gross acre. Neither the Y.M.C.A. nor the City has an appraisal to confi the asking price as the fair market value. City staff has viewed the site and reviewed the Park Mast Plan and the Growth Management Program, and determined th the Y.M.C.A. site is not required by the Master Plan necessary to meet the requirements of the Growth Manageme Plan. Although the site is not required to meet adopted pa standards, staff has identified several potential future us for the parcel: 1. Natural open space 2. Botanical Garden\Museum Site 4. Playing fields* 5. Veterans Memorial 6. Reserve for future municipal requirements. *Intensive uses will require substantial grading. The potential uses identified above, and the parcels centr location, may be sufficient justification to attempt acquire the property prior to its sale and ultima development as a residential land use. It is reasonable assume that, should a municipal use fail to be identified the future, the City could lease or sell the property a recover all costs, including lost interest. 3 Zone 5, Industrial Area Recreational Facilities* W r, C( c3 L’ e Page Two of Agenda Bill No. -I i , -J 9 Should the Council determine that the parcel should b acquired, a litigation guarantee and an appraisal will b required before negotiations can occur. FISCAL IMPACT: Estimated cost of an appraisal and litigation guarantee i $5,000. Cost to acquire the property will be $1,100,000 o less. There are no funds budgeted for acquisition of th property. Funding for the acquisition could be made available fro several sources. If the Council finds that this propert falls under the definition of Parks, the acquisition could b funded from Park-in-Lieu (PIL) fees in park district #1 currently earmarked for future park rehabilitation which COUl be reallocated by the Council. If the property cannot me€ defined park needs PIL and other developer funds are nc available. This places the burden of funding acquisition c the general fund. The general fund has an undesignated fund balance which i adequate to finance the purchase. However, two issues shoul be addressed prior to allocating funds. The Council ha several other projects competing for these funds which shoul be considered in priority order. Also the expenditure of mor than #1 million of general fund money for an acquisition o this type requires voter approval (Proposition H).
