ITEM EXPLANATION: Farmers Insurance Group of Companies, 5815 El Camino Real, Carlsbad to donate 2000 C.A.T. decals and waivers to assist the police departmen initiating the C.A.T. Program. This is a voluntary program designed to h prevent auto theft. The registered owner signs a waiver stating that his is not driven during the hours of 1 a.m. to 5 a.m. The waiver does not p the registered owner or her/his agent from driving the vehicle during tl stated hours, but does give the owner's consent for any police officer to the vehicle as a possible stolen car. The C.A.T. decal is placed on the lef window and authorizes a patrol officer to stop and check the vehicle registration during the stated hours. 1.. Copy of C.A.T. decal. 2. C.A.T. waiver. 3.' I am the registered owner of the following vehicle: Year Make Model License No. - I have volunteered to participate in Operation C.A.T. (Combat Auto Theft), ar auto decal registration program with the Carlsbad Police Department. I have received Decal# which will be placed on thf left side of the rear window of the above described vehicle.. By participating in this program, I am certifying to the Carlsbad Policc Department, or other interested police department, that my: ? 9 (Year/Make of Vehicle) (License #) is not operated between the 'hours of 1:00 A.M. and 5:OO A.M. I understand that the presence of this decal, affixed to the window of TT vehicle, indicates to police that my vehicle is not operated between tk hours of 1:00 AM and 500 AM. If the police observe a person operating rr vehicle during these hours, I hereby consent to an investigative stop of rr vehicle. I realize that persons operating my vehicle between the hours of 1:00 A.1 and 500 A.M., with my consent, are subject to a police stop based on th consent. In such instances, I understand that police action will include tl necessary precautions generally taken to protect officers when approachii a potentially stolen vehicle. 1 agree to specifically advise any person tha give possession of the vehicle that this agreement exists and that they 7x be subject to being stopped1 by the police during the described hours. The police have fully explained the purpose of this program and have informed me of the advantages and disadvantages, if any, that might result from these procedures which are designed to reduce the occurrence of automotive theft. I hereby consent and agree to abide by these procedures. I also hereby grsu my consent to peace officers to stop my vehicle between the hours of 1:00 AM and 5 AM. Furthermore I will advise anyone I let use my vehicle between such hours of these conditions. That the City Council accept the donation of 2000 CAT de and waivers on behalf of the citizens of Carlsbad.
