RECOMMENDED ACTION:
City Council adopt Resolution No. range for Police Services Aide. 8f7-/3 8, revising the classification and salary
ITEM EXPLANATION
The Personnel Department in concurrence with the Police Department is recommending that the job classification for Police Services Aide be revised. The Police Chief
requested that the classification and salary range for Police Services Aide be studied. The City retained the services of a consultant to conduct the study. The consultant recommended the following modifications to the Police Services Aide cl assi fi cat ion:
Delete the requirements of:
Performs basic maintenance checks for all police vehicles and schedules more complete and complex maintenance work.
Prepares crime reports with no suspect information or follow up.
The revised job classification will contain the following additions:
Initiate storage action on abandoned vehicles.
Assist with neighborhood watch and other crime prevention programs, such as
participating in presentations, schedules activities, providing liaison to
participating agencies and groups, and preparing re1 ated informational
materi a1 s.
Enforce Municipal Code violations.
FISCAL IMPACT
The consultant conducted a salary survey for comparable classifications in San Diego County. The survey revealed that Carlsbad’s salary for Police Services Aide is approximately 17% below the County average. The bi-weekly salary range for Police Services Aide will be $708.00 - $841.17. This equals $18,408 - $21,870 on an annual basis. The funds are available in the department budget.

RESOLUTION NO. 89-138
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASS1 F ICATION
PLAN AND SALARY SCHEDULE OF THE CITY TO REVISE THE CLASSIFICATION OF POLICE SERVICES AIDE.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Police Services Aide should be revised and included in the
City’s Classification Plan and Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Police Services Aide as described in Attachment A,
attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to adjust
the salary range for Police Services Aide from Range 12, $609.11 - $721.08 to
Range 26, $708.00 - $841.17, as described in Attachment A, attached hereto and
made a part thereof.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 9th day of May , 1989, by the following
vote, to wit:

POLICE SERVICES AIDE
DEFINITION
Under general supervision, to perform a variety of non-hazardous support duties as a uniformed, non-sworn, non-peace officer in an assigned division of the Police Department; perform related clerical tasks; and to do related work as assigned.
EXAMPLES OF DUTIES
Assist property officer in the maintenance and disposition of stolen or lost/ found property.
Assists in gathering and preserving evidence at crime scenes.
Conduct security checks.
As assigned, delivers or picks up police vehicles and equipment for service or repai r.
Directs vehicle and pedestrian traffic.
May investigate minor non-injury accidents.
Takes reports over the telephone and in the field in minor crimes.
Fingerprint the pub1 ic and registrants requesting such service.
Conduct tours of the Police Department.
Issues parking violation citations.
Enforce Municipal Code violations.
Initiates storage action on abandoned vehicles.
Answers selected calls and complaints furnishing informat the public. on and direct on to
Assists with neighborhood watch and other crime prevention programs, such as participating in presentations, scheduling activities, providing liaison to participating agencies and groups, and preparing related informational materials.
OUALIFICATIONS
Know1 edqe of:
Basic vehicle maintenance tasks, such as checking oil and tire pressure.
Office methods and equipment.

Write clear and accurate reports.
Deal tactfully and courteously with the public and other employees.
Learn, understand, and utilize written materials related to police work.
Learn, apply, and explain departmental policies, rules, instructions? laws, and regulations related to assigned tasks.
Use correct English grammar, punctuation? and spelling.
Observe and accurately recall names, faces, and details of incidents.
Perform routine clerical work.
Work shifts, holidays, and weekends as assigned.
Work independently.

NECESSARY SPECIAL REOUIREMENT
Possession of a valid California Class I11 drivers license.
