HD.j t4_ CITY ATT�� CITY MGR._�� ---------- Consider proposed Transient Occupancy Tax Resolution, and take appropriate action. JITEM EXPLANATION: There is some community concern about our proposal to increase the Transient Occupancy Tax (TOT). The concern is, will the TOT tax continue to be increased by the City Council in order to provide additional revenue for the City of Carlsbad? In order to forestall this concern, it is proposed that the City Council adopt the attached Resolution, indicating that this City Council will not propose to increase the Transient Occupancy Tax above 10%, and that this Council recommends to all future City Councils through the next 15 years, that there be no additional increases in the T.O.T. Through this recommendation, it is intended that future City Councils would support this Resolution when reviewing and seeking future revenue sources. It is recognized that this Resolution is advisory and non -binding on future councils. However, it clearly indicates our intent, and recommendation. (FISCAL IMPACT: (None, other than staff time. Resolution No. �� ���- 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 LO •II RESOLUTION NO. 89-141 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, LIMITING THE TRANSIENT OCCUPANCY TAX TO 10% THROUGH THE NEXT 15 YEAR PERIOD WHEREAS, the City Council is proposing to the electorate to increase the Transient Occupancy Tax to Jo%; and WHEREAS, there is some community concern about additional, future increases in the Transient Occupancy Tax above this proposed 10%; and WHEREAS, this City Council of the City of Carlsbad does not intend, nor will it recommend, a further increase in the Transient Occupancy Tax; and WHEREAS, this City Council is recommending to all future city counci-ls that for the next fifteen -year period (to the year 2004) no further increases in the Transient Occupancy Tax should be considered. NOW; THEREFORE, BE IT RESOLVED, that the City Council of the City of Carlsbad determines that: I. We will not seek to increase the Transient Occupancy Tax above 10%. 2. We hereby recommend to all future city councils through the next fifteen -year period that they do not consider future increases in the Transient Occupancy Tax. 3.
