TITLE:
DESIGN OF TRAFFIC SIGNAL AND STREET LIGHT IMPROVEMENTS ON CARLSBAD BOULEVARD CITY MGG~Q-
ITEM EXPLANATION:
At the City Council meeting of April 18, 1989, Council directed staff to return with documents to authorize funds for design and construction of a traffic signal system at the Cerezo Dri ve/Carl sbad Boulevard intersection and for the design and construction of three street lights on Carlsbad Boulevard between Manzano Drive and Palomar Airport Road. Said documents are provided for adoption by the City Council.
The traffic signal at Carlsbad Boulevard/Pine Avenue is scheduled for design and construction in the 1989/90 Capital Improvement Program. Documents are provided to authorize funds for design of this signal system at this time, prior to adopting the C.I.P. later this year. The streetscape project will close Ocean Street at Carlsbad Boulevard, therefor, this intersection will become a signalized "T" intersection.
FISCAL IMPACTS:
Funds in the amount of $75,000 are available in the General Fund unappropriated fund balance to support the costs of this project. These funds should be transferred to the General Capital Construction Fund and appropriated to the project account to perform the design and construction of the traffic signal system at Carl sbad Boul evard/Cerezo Drive and three street 1 ights on Carl sbad Boulevard south of Manzano Drive. Funds in the amount of $5,000 are available in the Public Facilities Fee Fund for the design of a traffic signal system at the intersection of Carlsbad Boulevard/Pine Avenue.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FOR THE DESIGN AND CONSTRUCTION OF A TRAFFIC SIGNAL SYSTEM AT THE INTERSECTION OF CARLSBAD BOULEVARD AND CEREZO DRIVE AND FOR THE DESIGN AND CONSTRUCTION OF THREE STREET LIGHTS ON
CARLSBAD BOULEVARD BETWEEN MANZANO DRIVE AND PALOMAR AIRPORT ROAD.
WHEREAS, the City Council of the City of Carlsbad, California, has
determined it necessary and in the public interest to construct a traffic signal
system at the intersection of Carlsbad Boulevard and Cerezo Drive; and
WHEREAS, the City Council of the City of Carlsbad, California, has
determined it necessary and in the public interest to construct three street
lights on Carlsbad Boulevard between Manzano Drive and Palomar Airport Road; anc
WHEREAS, funds in the amount of $75,000 are necessary for the design and
construction of said traffic signal system and street light system; and
WHEREAS, funds in the amount of $75,000 are necessary to be transferrec
from the unappropriated fund balance of the General Fund to the General Capital
Construction Fund and appropriated to Account Number 300-840-1840-3333.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the City Engineer to solicit
proposals from qualified Consulting Civil Engineers for the preparation of design
plans and contract documents for said traffic signal system and street light
system.

appropriate funds from the General Capital Construction Fund unappropriated fun(
balance (300-890) in the amount of $75,000 to Account Number 300-840-1840-3333.
