RECOMMENDED ACTION:
Both the Planning Staff and Planning Commission recommend that
Council APPROVE the Street Name Change and ADOPT Resolution No.
g4-163 , APPROVING SNC-24.
ITEM EXPLANATION
In December, of 1986, the Planning Commission recommended that the street name "Mision Estancia'l be changed to pfCalle Lomas Verde" due to the potential for a safety hazard resulting from confusion between Estancia Street and Mision Estancia, shown respectively as tfiAtl and tlBll in Exhibit 4. In June, of 1987, Council returned the matter to staff for recommendations of alternative names. Staff is bringing forward an alternative name now after allowing adequate time for the necessary
administrative changes at Stagecoach Park.
Based on the Cityls street naming policy, City Council Policy
No. 20, both staff and the Planning Commission are recommending
the street name "Camino De Los Coches'l to replace "Mision
Estanciall. This name meets all the policies and all of the
procedures, with the exception of exceeding the limit on the number of letters and spaces for a street name. In the past, however, the City has approved street name changes that exceed
this limit, the most recent example being the change of IIElm
Avenuefr to "Carlsbad Village Drive". Furthermore, glCamino De Los Cochesl' will fit on a standard sign by slightly reducing the
letter size of the word ltCaminovl without greatly reducing
visibility.
In addition, and consistent with the City's street naming
policy, IICamino De Los Cochesl! is being recommended because it
means "Stagecoach Road'' in Spanish. This name will serve both to commemorate the stagecoach route that ran and highlight the presence of Stagecoach Park, resource.
In summary, staff and the Planning Commission are recommending *ICamino De Los Cochesl' because the name eliminates the current potential safety hazard, highlights unique and special attributes of the City, is consistent with the City's naming policy and will not adversely affect other street names in the city.

The Planning Director has determined that this project is exempt from environmental review pursuant to Section 19.04.070(12).

ROADWAY LOCATED JUST EAST OF RANCHO SANTA FE ROAD
AND SOUTH OF LA COSTA AVENUE.

WHEREAS, a possible conflict might exist with Mi ion
Estancia, which is east of Rancho Santa Fe Road and Estancia
Street, which is west of Rancho Santa Fe Road: and
WHEREAS, Estancia Street and Mision Estancia are located
in an area that has been developed for several years and no homes
front on Mision Estancia; and
WHEREAS, on the 1st of June, 1986, the City Council
directed staff to re-study a proposed street name change for
Mision Estancia; and
WHEREAS, pursuant to the provisions of the Municipal
Code, the Planning Commission did on the 1st day of June, 1988,
hold a duly noticed public hearing to consider staff's re-study
and said proposed street name change: and
WHEREAS, at said public hearing, upon hearing and
considering all testimony and arguments, if any, of all persons
desiring to be heard, said Commission considered all factors
relating to the street name change: and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Commission recommends APPROVAL of SNC-24 based on the following findings:

therein.
11. PROJECT DESCRIPTION AND BACKGROUND
It was brought to staff's attention that a possible street name
conflict might exist between Estancia Street and Mision Estancia,
shown respectively as IIAIl and IIBgf on the attached Location Map. In December of 1986, a proposed street name change to Calle Lomas Verde was recommended for approval by the Planning Commission. However, the City Council determined to return the matter to staff for additional recommendations. No residents are addressed on this road.
111. ANALYSIS
Plannina Issues
1) Is the proposed street name consistent with the city's
street naming policy, City Council Policy No. 20?
Discussion
City Council Policy No. 20 establishes four policies and nine procedures for naming and changing the names of Carlsbad's
Streets. The proposed street name of Camino De Los Coches meets
all the policies and meets all but one of the procedures. The proposed name of Camino De Los Coches does not fulfill one procedure that limits the number of letters and spaces for a street name to 16. Camino De Los Coches is 20 letters and spaces long. However, the City has approved street name changes that
exceed the 16 letter and space requirement in the past. The most
recent example being the change of Elm Avenue to Carlsbad Village
Drive. The Utilities and Maintenance Department has been able to fit longer names by abbreviating or by reducing the size of the street designation (Road - Rd. etc). Camino De Los Coches would

fit on a standard sign by slightly reducing the letter size of the word ttCaminotg, without greatly reducing visibility.
The cost of changing the street name signage to Camino De Los Coches will be relatively small. Only one major roadway sign on
Rancho Santa Fe Road and three small street signs on existing
Mision Estancia will need to be changed. .
One major justification for the proposed name change is that it would eliminate confusion for safety personnel and others trying to locate addresses with the Estancia name. Both the Fire and
have indicated the benefits of such a change. Police Departments have reviewed the proposed name change and 1

In summary, the proposed street name change from Mision Estancia
to Camino De Los Coches appears justified. The name change would
eliminate a possible confusing situation and is consistent with
the City's street naming policy. The name change is also
consistent with recent street name changes to highlight unique and special attributes of the City. The proposed name of Camino
De Los Coches directly relates to the areas historic past and
reemphasizes the presence of Stagecoach Park. For these reasons,
Planning staff recommends approval of SNC-24, Mision Estancia to
Camino De Los Coches.
IV . ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is exempt
from environmental review pursuant to Section 19.04.070(12) of Carlsbad's Municipal Code.

BACK GROUND: Due to the number of streets existing and planned in the
City of Carlsbad, the City Council determined that it was in the public
interest to adopt a policy for naming and numbering new public and private
streets and changing the names of existing streets, according to authority
given in Section 34091.1 of the Government Code. The Community Development
Director has determined that it is in the public interest to revise the existing
policy for naming and numbering new public and private streets to conform
to the Carlsbad Post Office's future computer processing system.
PURPOSE:
1. To establish a policy ensuring a uniform system for naming and addressing
new public and private streets in subdivisions and developments in the
City of Carlsbad.
2. To establish a policy ensuring a uniform system for changing existing
street names in the City of Carlsbad.
POL1 CY:
1. All proposed new public and private street names shall conform to the
Geographical Area Classification Map (Exhibit A) of this Policy.
2. All proposed street names (public and private streets) shall conform to
the Authorized Street Designation List (Exhibit 6) of this Policy.
3. The main name for a street shall be used only once.
4. All proposed building numbers shall conform to the general system for
numbering buildings provided in this policy.
PROCEDURES:
1. All tentative map developers shall submit street names for approval to
the Planning Department for all private and public streets proposed.
These names shall be shown on the first submittal of the Tentative
Subdivision Map.
2. In all cases, street names shall be consistent with this Council Policy.
No street names will be approved that use the main name more than once.
If there is a Toledo Street, there will never be a Toledo Way, Toledo
Court, etc.
J 3. Street names within the City of Carlsbad must be limited to a total of
sixteen (16) letters and spaces so that the names can be placed upon
the standard street name blanks.

4. Short streets, cul-de-sac streets, and winding streets should have short
names to facilitate placing their names on maps and plans.
5. In general, streets which change directions approximately 90 degrees
between intersecting streets should have a' different street name.
6. Street name changes may be requested by any of the following:
a. A letter from a private individual or body to City Council or Planning
Commission
b. Resolution of Intention of the Planning Commission
c. Resolution of Intention of the City Council
In all cases, it shall be the duty of the Planning Department to prepare
a report discussing the justification for such a change, recommending
a replacement name and discussing any effects of the change on other
streets in the City.
7. A general system for numbering buildings in the City of Carlsbad is
hereby established as follows :
a. On all streets running in a generally east and west direction, numbers shall start with 100 at the ocean and increase easterly.
b. On all streets running in a generally north and south direction, numbers shall start with 2300 at the northern border and increase
in a southefly direction.
c. Even house numbers shall be located on the east and north side of the street and odd numbers shall be located on the south and west
side.
8. All the addresses shall be assigned by the Development Processing
Services Division. Addresses must be assigned prior to the issuance of
a building permit.
9. Addresses shall be placed over or near the principal entrance and be
easily seen from the street. Commercial and industrial building numbers
shall be not less than six inches high; residential numbers shall not be
less than three inches high. Both shall be in a contrasting color. Suites
with an entrance on both sides of the building shall have the suite address
at both entrances.

It was brought to the City's attention that a possible street
name conflict might exist between Estancia Street and Mision
Estancia. Estancia Street consists of single family homes in an
established neighborhood. There also is a Mision Estancia Way in
the same area of the City. Currently there are no structures on
Mision Estancia that will be affected by the name change.

affect of the change on other streets must be considered. The
major justification for the proposed name change is that it would
eliminate confusion on the part of safety personnel as well as
others who are trying to locate specific addresses. Carlsbad
Fire and Police Departments have reviewed the proposed name
change and have indicated the benefits of such a change.
The City's Street Name Policy also addresses the effects of
street names by establishing a coordinate system for naming
streets. The City is divided into seven geographical areas.
Each area is designated according to acceptable classes of ,names
(birds, cities, famous names, etc.). The area in question would
allow Spanish names. The name, Calle Lomas Verde, proposed by
staff would not conflict with any other street name in the City.
In conclusion, the proposed street name change from Mision
Estancia to Calle Lomas Verde is justified because it would
eliminate possible confusing situations. In addition, 'the street
name change is consistent with the City's etreet naming policy
and it would not adversely affect other street names in the City.
Therefore, Planning staff recommends approval of SNC-24, Mision
Estancia to Calle Lomas Verde.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is exempt
from environmental review pursuant to Section 19.04.070(12).
