It is requested by this group of citizens that the Parks and Recreation Element review and approval be delayed until this Ad Hoc Citizens Committee completes its work. Council consider a proposal which is attached as Exhibit #1. The Commission voted to have the Parks and Recreation Park Site anc Facility Planning Subcommittee to review the City's adopted park plan for the Northwest Quadrant and the concerns outlined by this group of citizens. The Commission further recommended that the 1989 proposed Park: and Recreation Element Revision should not be delayed depending the reviev of this groups concerns. The Commission felt that should any changes nee( to be made resulting from a review of these citizens concerns that an addendum could be made to the Parks and Recreation Element at any time. FISCAL IMPACT None, pending action by the City Council EXHIBITS 1. Citizen request regarding Northwest Quadrant Parks ! 0 0 0 w Yay 11 , 1989 Mayor and members of the City Council: As you remember, a group of citizens who live in the N=rrthwest Quadrant, the oldest part of the City and the place where Carlsbad began, addressed the Council in February to express our concerns about parks in this area. Since then we have done a line-by-line review of the proposed Park and Recreation Element revision and find that it needs to take into account the special nature of the Northwest Quadrant. We have also looked at the City's land holdings in the Northwest Quadrant as shown on the County Assessor's maps and identified potential sites which could be used for parks. In addition we located city-owned properties which perhaps could be sold, leased or traded, thus providing additional funds or lands for these parks. Our review has shown that the Northwest Quadrant has unique features, such as the lagoons for example, that should be taken into account when planning parks. We had originally planned to go through the process, beginning with the public hearing before the Planning Commission of the proposed revised Park and Recreation Element. However it no-q appears that the public hearing will not occur in time for c~r concerns to be heard before the preparation of the 1989-90 budget. Since we do not wish to lose a whole year in the budget process, we are suggesting certain alternatives for your consideration. 1. While we believe that the City has done an excellent job overall with parks, the Northwest Quadrant has unique problems and unique opportunities. Therefore we urge the establishment of an ad hoc citizens committee made up of residents of the Northwest Quadrant to work with the Park and Recreation Commission and staff to refine the proposed five year park plan. This job should be accomplished within six months. Pending this action, we urge that the adoption of the proposed revised Park and Recreation Element be delayed. 2. Our second objective is to obtain annual funding, lest exist- ing opportunities be lost. According to the 1988-89 budget, the projected balance in the Park-in-Lieu fund for tkie Northwest Quadrant is $1,082,799 as of July 1, 1989. We urge that a For- tion of this sum be reserved in the 1989-90 budget for unspecifi, park projects in the Northwest Quadrant so that any five year plan ultimately adopted can be initiated this year. 1p 0 w r b 3. It may be determined that, due to the fact that staff's workload is dictated by the priorities of the Growth Manage- ment Plan, a consultant may be needed to work with the ad hoc cornnittee and staff to address the particular park needs and unique nature of the Northwest Quadrant, The objective of our plan is to fulfill the park needs of the citizens of the Northwest Quadrant and those of our temporary residents, the tourists, and to insure a well balanced community Would you please put us on the agenda of a council meeting as soon as possible so that we can discuss our concerns further with you.
