The City is entering the 15th Year of participation in the

second year that Carlsbad participates directly with the

Department of Housing and Urban Development as an

Entitlement City. On April 17, 1989 and April 18, 1989,

staff held public meetings to gather input from citizens.
City departments, committees, and commissions were asked

} The Housing and Redevelopment Advisory Committee met
on May 15, 1989, and recommended the projects attached
(exhibit 3). On March 27, 1989, the Housing and
Redevelopment Advisory Committee recommended approval of
the Community Development Strategy.
FISCAL IMPACT
i
The City will receive up to $321,000 in Entitlement (Block
Grant) funds. Administrative costs are $64,200. This
leaves $256,800 for projects. Funds will be available to
the City after July 1, 1989.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARMBAD, CALIFORNIA, SELECTING SPECIFIC PRWECTS FOR
r"UNDING UNDER THE 15TH YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM.
WHEREAS, the City Council of the City of Carlsbad,
California, on May 23, 1989, considered the City's Fifteenth
Year Block Grant Application; and
WHEREAS, the City Council has taken all testimony into
account.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitation are true and correct.
2. That the projects selected at the City Council
meeting of May 23th are hereby approved to be
forwarded to the U.S. Department of Housing and
Urban Development for inclusion in the Fifteenth
Year Community Development Block Grant Final
Statement (Application) , as shown on attached Exhibit A.

the City of Carlsbad, California on the 23rd day of May,

STRATEGY FOR
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM;
The City of Carlsbad is committed to using CDBG'funds to enhance
both the physical environment of the City and to assist low and
moderate income residents of the City. To achieve these goals,
r the CDBG funds shall be directed to meet one of three basic
priorities:
13 To provide decent, safe, and sanitary housing
principally for persons of low and moderate incomes.
Projects to include: Housing Rehabilitation Loans and
Grants, Housing Program Development, and related
projects directed at improving and expanding the
quality of housing for low and moderate income persons.
23 To provide funds to revitalize and improve the physical
aspects of the City through capital improvement
projects.
Projects to include capital improvements principally in
census tract areas of predominately low and moderate
income persons, areas that have been deemed as having
slum or blighting influence, or projects that will
serve all members of the community.
33 To provide services through community based
organizations that serve the needs of citizens
principally of low and moderate incomes.
Projects to include communi', based organizations for
Carlsbad residents that provide services in the areas
of social, economic, and emergency services. These
services shall be directed at low and moderate income
persons, persons of ethnic minorities, the handicapped,
and senior citizens.

Development Block Grant Entitlement City; and
WHEREAS, the U.S. Department of Housing and Urban
Development requires a Community Development Strategy for
the Community Development Block Grant Program; and
WHEREAS, the City Council has considered a Community
Development Strategy;
NOW, THEREFORE, BE IT RESOLVED as follows:
