Adoption of Resolution No.1j:M opposing the proposed relocation of the North County Regional Justice Facility. ITEM EXPLANATION: At the request of Mayor Pro Tem Kulchin, the County of San Diego's proposed relocation of Regional Justice Facility has been placed on the City Council agenda. The Mayor of Vista, Gloria E. McClellan, has requested the comments and support of the City of Carlsbad on the proposed relocation of the Regional Justice Facility. The County of San Diego has proposed to separate the courts from the jail in Vista and move the courts to Escondido. For the past 30 years the Regional Justice Facility has been serving North San Diego County. The existing site has space for expansion, and plans are being implemented to improve traffic circulation in the Justice Facility area. The attached Resolution No.�jQ supports expansion of the North Coisnty Regional Justice Facility in Vista, and opposes a County of San Diego proposal to separate the courts to an Escondido site, and leave the jail at the existing North County Justice Facility in Vista. FISCAL IMPACT: None, if the courts remain in Vista. If they are moved to Escondido, the costs incurred by the City will increase as a result of additional time necessary to travel to the courts. 1. I i 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION N0. 89-169 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, OPPOSING THE PROPOSED RELOCATION OF REGIONA JUSTICE FACILITY WHEREAS, for nearly thirty years Vista has worked closely with the County of San Diego in the establishment and ongoing expansion Of a vital, Regional Justice Facility, serving all of North San Diego County residents; and WHEREAS, the County in cooperation with local government has invested over $5O-million at the Vista site; and WHEREAS, the Vista Justice Facility has grown to over 33 acres, and is strategically located near the present and future Population center of North County; and WHEREAS, the expansion of the courts and jail on the Vista site offers the County of San Diego, the San Diego Superior Court, the North County Municipal Court, advantages for immediate development and flexible long range expansion; and WHEREAS, locating the North County Courts in Escondido would deny the expanding coastal cities of Carlsbad, Oceanside, Encinitas and Solana Beach reasonable access to court facilities; and WHEREAS, the Carlsbad Safety and Service Center site was strategically located in relation to the Vista facility to conserve staff travel time and a move to Escondido would be costly; and WHEREAS, on August 29, 1988, the Vista City Council unanimously voted to adopt a resolution approving the acquisition of a 6-acre parcel to demonstrate Vista's commitment to having the present and future court expansion occur in Vista; and I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ' WHEREAS, the North County Regional Justice Facilities has the advantages of expansion capacity, without additional land acquisition expenditure; and WHEREAS, the Vista City Council has authorized the expenditure Of up to $50,000 to provide for architects, financial consultants, and othe►- consultants for professional planning assistance; and ,WHEREAS, moving the courts to Escondido would require an increase in operating costs of between $1.2 and $1.4-million annually; and WHEREAS, the master plan of the court facility and surrounding areas currently includes the improvements for automobile circulation, including access roads, overpasses and other traffic improvements near the Regional Justice Facility in Vista; and NOW, THEREFORE, BE IT RESOLVE!; by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. KUNDTZ, Deputy City Clerk (SEAL) t EXHIBIT 2 City of Vista February 2, 1989 For nearly 30 years Vista has worked closely with the County of San Diego in the establishment and ongoing expansion of a vital Regional Justice Facility serving all of North San Diego County's citizens. The County, in cooperation with local government, has invested over 50 million dollars at the Vista site. All discussions and agreements between Vista and the County have clearly been with the understanding that Vista could expect not only additional detention facility construction on the site, but also the mitigating benefits of the ongoing expansion of Superior and Municipal Court facilities. The Vista Justice Facility has grown to over 33 acres and is located strategically near the present and future population center of North County. It is conveniently adjacent to highway 78 on what will soon become a major six -lane arterial serving the rapidly expanding areas to the north and south of Vista as well as those along 78. Due to the Justice Facility "growing up" within our community over such a long period of time, it Is clearly an lategral factor in the present and future socioeconomic makeup of the surrounding region. Indeed, some of the finest contributions to local committees, service organizations, educational institutions and other important areas of our communities are made by those people working at, and in conjunction with, the Vista facility. An outflow of these key people, should the Courts be bifurcated, would be a tremendous blow to the local economy and quality of life in the area as well. The unsolicited proposal made recently, by a private construction firm, to move a majority of Court operations to the firm's site located in another city, could leave Vista and adjoining cities as reluctant hosts to an enlarged detention facility. Operating costs alone will increase up to 1.4 million dollars annually, according to the recently updated Omni study, should the Courts and jails be separated. In order to 'ensure that Court and County officials, along with North County citizens are well informed as to the serious implications of such a plan we asked a committee of concerned local individuals and officials to consider the many advantages for continuing the planned expansion of both the Courts and detention facilities at the Vista site. . Please take a moment to review the enclosed information. If you agree with our proposition that expanding the facilities in their present central location will be in the best .interest of all North County citizens and the Justice system, we would appreciate your support. We believe that the expansion of the Regional justice Facility at the Vista site is the only financially responsible use of increasingly scarce taxpayer funds. CALIFORNIA 920,93 • 619/726-1340 , EXHIBIT 3 March 23, 1989 TO: CITY MANAGER FROM: Mayor Pro Tem Ann Kulchin I had a meeting with Jim Gaiser who is very concerned about the possibility of the County moving the court system from Vista to Escondido. He feels this move would cause the citizens of Carlsbad to pay more in terms of travel costs and the additional time needed to travel Highway 78 to Escondido, and feels the City of Carlsbad should take a position requesting that the courts remain in Vista. Enclosed please find the City of Vista's report on the North County Regional Justice Center Expansion, and Jim also states that Frank Mannen has some additional material on this issue. Would you please pull together information on this matter so that I can present it to the Mayor, who is also concerned about this, and we can put the matter on an upcoming Council agenda in the near future.
