My reason is basically a conflict of interest by the City Attorneys office: 1 Their office is in most personnel matters with the denartment head or the Personnel DeDt. at the beainnino. 2. Thev counsel with the Personnel Dept. on "agree- ments" with representatives of bargaaining units 3. They review and correct all manuals. . 4. At hearings they act as the attorney for the Personnel Board! The City of Carlsbad is uninsured and members of the Board have no reason to believe that they will be pro= tected by an independent attorney in the event of a lawsuit. The Citty Attorney could not represent them. I would appreciate this letter be made available to the City Clerks office, the City Council and members of thepersonnel Board.
