RECOMMENDED ACTION:
Authorize Fire Chief Jim Thompson to travel to Tucson, Arizona to attend a four day Fire
Chiefs educational conference.
ITEM -EXPLANATION:
This is an annual confertin a of the Western Fire Chiefs Association. This year's
programs focus on several issues of interest to the Carlsbad Fire Department.
FISCAL IMPACT:
Estimated total cost is $675. Funds are available in the Fire Department's travel budget.

EBUCATIONAL OFFERINGS
Growing with the Western Fire
Chiefs Association into the 90's
The 1989 Annual Western Fire Chiefs Association Conference will
offer a variety of programs focusing on the chief executives, fire
officers, and the code enforcement officials. Conference attendees
can arrange the schedules =i=.cording to their individual needs
because many programs will be offered twice.

Contemporary
Ethical Issues -
This program will provide information to help assist the participant in:
• IDENTIFYING "GAPS" IN ETHICAL STANDARDS
• CREATING METHODS TO ENCOURAGE AND REWARD ETHICAL, BEHAVIOR
• Ct:'i`.M_MUNiCATING ETHICAL STANDARDS THROUGHOUT THE
ORGANIZATION
Presentations will be held on July 31, '1989, and August 2, 1989. The first presentation
is directed toward ethical issues for chief executives and their organizations. The
second presentation is directed toward ethical issues for the code enforcement
officials.
This program will be presented by Ann Murphy Springer. Ann Murphy Springer is a
Consultant in Management and Organizational Development. Her qualificatiofis
include more than twenty years of experience in training and technical assistance --to a
wide variety of clients. Springer is most widely recognized in the fire service through
her involvement as an associate faculty member and curriculum developer for the
'National Fire Academy.

Assessment for the Fire service
This program is intended for those interested in creating and evaluating a physical
performance test for potential fire service employees.
Presentations will be held on Monday, July 31, and Wednesday, August 1, 1989.
This -program will be presented by Mr. Phil Carlin. Mr. Carlin is the Personnel
Administrator for Emp,oyment and Examinations for the City of Tucson, Arizona. Fie
holds a Masters Degree 1n, Educational Psychology. He has frequently presented
testing processes for the International Personnel Management Association.
Impact of Code Enforcement on Fire
Behavior and lictical Decisions
This program is designed for individuals interested in how code enforcement impacts
fire behavior in fire -ground operations.
Presentations will be held on Monday, July 31, and Wednesday, August 1, 1989.
This program will be presented by Mr. Harry Diezel. Harry Diezel is the Fire Chief' of
the Virginia Beach Fire Department, an innovative and progressive fire department of
400 paid and 200 volunteer employees. He is also a free-lance writer, Associate Editor
for Fire Chief Magazine, and frequently lectures on a broad range of fire topics. His
career with the fire service spans twenty-hvo years.

and implement successful fire safety education programs.
