U/M RECOMMENDED ACTION: ACCEPTANCE OF A $26,840 GRANT FROM CITY n PC7 Adopt Resolution No. %@{A 1 b 3 accepting a $26,840 Water Reclamation Technical Assistance Grant from the San Diegc County Water Authority, and authorize the City Manager to takc the required steps necessary to comply with the requirements of the Grant. ITEM EXPLANATION: On February 7, 1989, the City Council approved a $54,68( consultant contract with the firm of Luke-Dudek Civil Engineers, Inca for preparation ea- Reclaimed Water Mastei Plan for the City of Carlsbad. During the staff presentation, Council was verbally advised that the Water Reclamation Mastei Plan Study might be eligible for a matching fund Technical Assistance Grant from the San Diego County Water Authority. The Water Authority's Technical Assistance Grant program i: intended to encourage planning and implementation of water reclamation strategies. The program presently provides for $50,000 per project. Subsequent to Council approval of the consultant contract, staff applied for a $26,840 Technical Assistance Grant from the Water Authority. On April 13, 1989, the City's request was considered by the Water Authority Board and approved. Under the provisions of the Technical Assistance Grant, the City is required to repa] the loan if the City should receive funds for the project fron another funding source. fifty percent (50%) matching fund grants, up to a maximum 01 FISCAL IMPACT: The recommended action will reduce the City's cost oi preparing the Water Reclamation Master Plan by fifty percent (50%) or $26,840. With funding approval by the Board, the Water Authority has committed up to $26,840, on a matching basis, for a Water Reclamation Master Plan for the City of Carlsbad. These funds are now available and will be disbursed to you when the following conditions have been satisfied and a letter requesting the funds is submitted to the Water Authority. 1. 2. Submit an executed copy of contract between you and the engineers. Submit satisfactory evidence of availability of matching funds up to $26,840 and of disbursement thereof by you. Furnish to us a copy of the final report and make periodic reports to Mr. Peter MacLaggan as the study is in progress. Mr. MacLaggan, or other Authority personnel directed by him, shall have reasonable access to information being developed or secured for study and report purposes 3. 4. If, as a result of the project report, a project is constructed and implemented and funding for such a project becomes available from other sources, Authority shall be reimbursed such amounts as may be permitted from the funding source, not to exceed the amount contributed by Authority plus interest calculated at the Authority's average interest earnings rate for the pertinent period.
