RECOMMENDED ACTION:
Adopt Resolution No. ffif ~ t%"(0 approving plans and specifications
and authorizing the City Clerk to advertise for bids for the
construction of improvements and capacity expansion of the Agua
Hedionda Sewage Pump Station, Project No. 3303.
ITEM EXPLANATION;
The Agua Hedionda Sewage Pump Station is located on the south
side of the Agua Hedionda Lagoon immediately north of the SDG&E
Encina facility. This pump station sewers discharge from the
City of Vista and the northern sections of the City of Carlsbad
to the Encina Water Pollution Control Facility. The existing
Agua Hedionda Pump Station is owned jointly by the City of Vista
(61.5%) and the City of Carlsbad (38.5%), but operated by Encina.
The present 24.5 MGD (million gallons per day) capacity is
inadequate for present peak wet weather flows. By replacing two
(2) small obsolete pumps, the sewage pump station's capacity can
be increased to 34.5 MGD. The City of Carlsbad Sewer Master Plan
forecasts the peak flow at build-out to be 30.7 MGD. The
additional capacity provides a desirable margin of safety in the
event flows exceed the forecasts.
The improvements to the Agua Hedionda Sewage Pump Station include
two (2) new 8,000 gallon per minute pumps with variable frequency
motor drives, a new system control panel, enhanced remote
monitoring and emergency alarms, a mechanical bar screen to
remove debris, two (2) new standby generators, and a 400,000
gallon overflow basin. These improvements will expand the
station's capacity to meet future demand, reduce maintenance
costs, and improve reliability. Additionally, the overflow basin
will preclude discharge into Agua Hedionda Lagoon in the event of
an emergency or equipment breakdown.
An agreement between the City of Vista and the City of Carlsbad
regarding sewer facilities under joint ownership is currently
being drafted and circulated for approval. The agreement assigns
project management responsibilities, allocates the share of
construction costs, and establishes consistent post-construction
capacity rights for each City. Staff anticipates presenting the
agreement to the Council at the same time the award of the pump
station construction will be reviewed by the Carlsbad City
Council. The Vista City Council will review and approve the
agreement in advance of this date.

GENERAL PLAN CONSISTENCY:
The upgrade of the Agua Hedionda Sewage Pump Station has been
previously approved by the Planning Commission as being
consistent with the City's General Plan as an element of the
1988-89 City Capital Improvement Program Budget.
ENVIRONMENTAL REVIEW;
The Planning Director issued a Negative Environmental Declaration
for the project on December 7, 1988 finding that the
construction of the sewage pump station improvements and spill
containment basin does not have a significant impact upon the
environment and is made pursuant to the California Environmental
Quality Act (CEQA) and the Environmental Protection Ordinance of
the City of Carlsbad. A copy of the Negative Declaration was
filed with the State Clearinghouse for review of other agencies
and was cleared on January 6, 1989.
COASTAL DEVELOPMENT PERMIT;
The California Coastal Commission issued Permit No. 6-89-57 on
April 14, 1989 approving construction of the Agua Hedionda Sewage
Pump Station.
PROPOSITION H REQUIREMENTS;
The City's proportionate cost of the project is estimated to
total $436,128 of the $1,132,800 total project estimated cost.
The City's contributions to this project originate from sewer
connection fees which is a source of funds exempt from the
Proposition H capital improvement project spending limitations.
FISCAL IMPACT;
On May 24, 1988, the City Council approved a transfer of $200,000
in funds from project account No. 512-820-1850-3182 (Vista/
Carlsbad Trunk Line) to project account No. 512-820-1850-3303
(Agua Hedionda Sewage Pump Station). An additional appropriation
of $150,000 was reported in the 1988-89 Capital Improvement
Program Budget.

It should be emphasized that the above costs are estimates prior
to competitively bidding the construction of the project. Actual
costs will be known following the receipt of bids. Staff will
make a recommendation to the Council regarding additional funds,
if required, at the time of construction award and approval of
the Carlsbad/Vista agreement.

12 expenses necessary or incidental for said projects, have been
13 prepared and are on file in the Municipal Projects Department of
14 the City of Carlsbad; and
15 WHEREAS, the City Council of the City of Carlsbad,
16 California, has appropriated funds for the construction of said
17 projects.
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
