On October 11, 1988, the City Council adopted Resolution No. 88- 366 approving an agreement with the La Costa Ranch Company for the development and construction of a temporary Fire Station facility in the southeastern quadrant of the City. The approval of local facility management plans for zones 6, 11, and 12 identify a fire safety facility shortfall in this area of the City. 0n November 22, 1988, the City Council adopted Resolution No. 88- 416 approving a consultant agreement with the Danielson Design 3roup of San Juan Capistrano, California, for the design of the temporary fire station. Plans, specifications, and' contract locuments for the construction of the facility have been completed. Phe Planning Commission has previously issued the required ,onditional use permit for the project. Additionally, the project flans and specifications have undergone final review and the required building permit has been issued. he temporary fire station will consist of a modular living uarters unit for Fire Department personnel with an adjacent odular equipment storage facility. Staff recommends approval of the project plans and pecifications and requests authorization to bid the construction E the project. n March 1, 1989, the Planning Commission approved CUP 88-1/PCD/GPC 8-1 finding the construction of Carlsbad Fire Station No. 6 was onsistent with the Carlsbad General Plan. — 4 i•+o3 Page 2 of Agenda Bill No. 10/0-7-7 ENVIRONMENTAL REVIEW: A Negative Environmental Declaration was issued by the Planning Director'on March 25, 1988 finding the construction of Carlsbad Fire Station No. 6 was consistent with the implementation of the California. Environment Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. FISCAL IMPACT• The City Council has previously appropriated $650,000 of Public Facility Fee funds in account number 320-820-1810-3302 for the design and construction of a permanent Carlsbad Fire Station No. 6 along Rancho Santa Fe Road. These funds will be utilized as interim cash flow for the design and construction of the temporary Fire Station No. 6 on Levante Street. In accordance with the terms of conditions of the City's agreement with the La Costa Ranch Company, the City will be reimbursed for all costs associated with the design and construction of the temporary fire station up to a maximum of $250,000. The following is the pre -bid estimate for the project: Design $ 29,000 Construction including furnishings and 200,000 miscellaneous equipment Construction contingencies (8%) 16,000 Inspection, soils testing, and 5.000 construction management Total estimated construction cost $2b0,000 EXHIBITS• 1. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents as presented are hereby approved. 3.
