C G CENTER IN NORTH SAN DIEGO COUNTY CITY ATTY CITY MG RECOMMENDED ACTION: Adopt Resolution No.SCI'l9 supporting in concept the siting of a comprehensive children's service center in North San Diego County. 'IYEN EXPLANATION: Mayor Pro Tem Kulchin is asking the City Council to consider supporting a comprehensive children's service center in the North San Diego County. A growing number of children are abused in San Diego County each year. Currently, abused children in North County are taken to Casa de Amparo in Oceanside. If this facility is full, they are then transported, by local police officers, to a facility in Hillcrest. This resolution supports the construction of a childrens' service center in North County to avoid transporting these children to San Diego and to provide more comprehensive services for the'entire family. Resolution No.8q'19 0 supporting this siting of Childrens' Service Center in North San Diego County. 1 2 3 4 5 6 7 8 9 ZO 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO.89-190 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, SUPPORTING THE PROPOSED SITING OF A COMPREHENSIVE CHILDREN'S SERVICE CENTER IN NORTH SAN DIEGO COUNTY WHEREAS, North San Diego County has experienced the greatest population growth in the county; and WHEREAS, a myriad of services are needed to assist families to copLi with serious issues that endanger the quality of their lives; and WHEREAS, we recognize that our most vulnerable citizens are the young children in our community whom we have an obligation to protect and ensure them a safe environment, and WHEREAS, this can only be accomplished by providing services that are nearby and easily accessible; and WHEREAS, the increasing -demands for Child Protective Services in all areas of San Diego County have overwhelmingly taxed the system; and WHEREAS, the siting of a comprehensive Children's Service Center in North San Diego County, which should include the ability to provide medical, psychological, educational, and residential services for children who have been placed at risk, would be better able to serve the families at risk, and WHEREAS, the parents who become involved in the system would be more successful in complying with mandated courses of action if services were provided at a site they could easily reach after work; and WHEREAS, the parents who become involved in the system would be more successful in complying with mandated courses of action if 2 3 4 5 6 7 8 9 10 11 l2 13, 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 �h services were provided at the site they could easily reach after work; and WHEREAS, there would be less crowding at the receiving home in South San Diego County; and WHEREAS, we have a private non-profit organization in North San Diego County who are seeking funds from the private sector to build and operate a Comprehensive Childrens' Service Center; and WHEREAS, all citizens of North County will benefit by the lessening of the time spent by law enforcement officers in transporting the young victims to the receiving home in South San Diego County; and WHEREAS, additional trauma to the children will be avoided by eliminating the long ride to South San Diego County facility; and WHEREAS, dollars will be saved by using social workers time for direct services to the children and families rather than dedicating a two hour round trip to South County; and WHEREAS, we have been able to provide some level of service to all people in the County in the past, we now must look at the increased number of reported child abuse cases and the need to address the means by which we can more efficiently provide services to rehabilitate the parents through education and thus reunify the families. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Carlsbad supports the siting of a comprehensive Children and Family Service Center in Kurth San Diego County.
