PLNG _ TITLE: REQUEST FOR APPROVAL OF OUT-OF-STATE TRAVEL FOR CONFERENCE PRESENTATIONS OF TECHNICAL PAPERS REGARDING BATIQUITOS AND AGUA HEDIONDA LAGOONS DEPT. HD: CITY CITY MGR Q I I o< o oo RECOMMENDED ACTION: Adopt Resolution No.Oi"' approving out-of-state business travel in accordance with Council Policy No. 2 for staff to attend the Coastal Zone 89 Conference in Charleston, South Carolina to make presentations of technical papers regarding the Batiquitos Lagoon Enhancement Project and Agua Hedionda Lagoon Beach Nourishment. Item Explanation; A paper co-authored by Gary Wayne on Batiquitos Lagoon has been accepted and scheduled for presentation as the Coastal Zone 89 Conference to be held July 10-14, 1989 at Charleston, South Carolina. This conference is the sixth in a series of comprehen- sive, multidisciplinary symposia on coastal and ocean management. It is the largest and most prestigious conference of its type and it will be attended by over 1500 coastal engineers and scientists from more than 40 nations. The paper which summarizes the project focuses on: 1) The complexity of issues and timlines involved in defining, assessing and implementing an off site biological mitigation project: 2) The development of the interagency agreement among six public agencies which defined the responsibilities for implementing the enhancement project; 3) The technical biological and engineering features of the proj ect; 4) The establishment of procedures for habitat evaluations and for "banking" of excess habitat values created by the enhancement project. In addition to the presentation, the papers will be published by the American Society of Civil Engineers. The conference will feature discussion on a number of topics that are extremely important to the planning and management of Carlsbad's coastal resources. For example, there will be a number of sessions dealing with shoreline erosion. The topics will range from erosion legislation and legal issues to shoreline stabilization strategies. Additionally, attendance at the Conference will benefit the Batiquitos Enhancement Project because Gary Wayne, the City's Project Manager, will be able to receive first hand technical information on a number of similar enhancement projects that will be discussed in detail at the conference. Also, it will allow him to meet and discuss the Batiquitos Lagoon project with members of both the scientific community and public agencies who will be concentrated at the conference. Page 2 of Agenda Bill No. Additionally, John Cahill, Municipal Projects Manager, has authored a technical paper which has been similarly accepted for publication and presentation at the Coastal Zone 89 Conference on the subject of the cooperative efforts between the City of Carlsbad and the San Diego Gas and Electric Company for the 1988 Agua Hedionda Lagoon dredging and adjacent beach nourishment program. The paper discusses in detail the methodologies and innovative design scheme undertaken to use localized cobble to sustain sand placement and extend residency life of the material. The paper was a collaborative effort with the San Diego Gas and Electric Company and Tekmarine, Incorporated, the City's coastal engineering consultants. Fiscal Impact: Transportation, lodging, conference registration and per-diem expenses in accordance with Council Travel Policy are estimated to be $1,900 for each employee. In accordance with the terms of the City's agreement with the Port of Los Angeles, all expenses related to Mr. Wayne's attendance at this Conference are fully reimbursable to the City by the Port of Los Angeles. Staff recommends approval of the request for out-of-state business travel. Expenses related to Mr. Cahill's attendance at the conference appear in the 1989-90 City budget which the Council will consider on June 27, 1989. Because of the timing of the conference and the requirements for pre-registration as well as the opportunity to take advantage of lower travel related costs booked at this time, it is recommended the Council approve this expense in advance. Resolution No. cr/ (7-3 approving a request for out-of-state business travel for City staff in accordance with City Council Policy No. 2. 1 RESOLUTION NO. 89-193 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING REQUEST OF OUT-OF-STATE 3 BUSINESS TRAVEL REQUIRED FOR THE BATIQUITOS LAGOON ENHANCEMENT AND AGUA HEDIONDA LAGOON PRESENTATIONS 4 5 WHEREAS, the City Council of the City of Carlsbad has 6 approved an agreement with the City of Los Angeles through its 7 Board of Harbor Commissioners relating to certain work for the 8 Batiquitos Lagoon Enhancement Project; and 9 WHEREAS, the City staff has prepared technical papers on the 10 subjects of the Batiquitos Lagoon Enahncement Project and Agua 11 Hedionda Lagoon Dredging which have been accepted for presentation 12 at the Coastal Zone 89 Conference; and 13 WHEREAS, the City Council of the City of Carlsbad finds it 14 necessary and in the public interest to approve out-of-state 15 business travel for the City staff related to the work required 16 for the aforementioned projects and programs. 17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 18 City of Carlsbad, California, as follows: 19 1. That the above recitations are true and correct. 20 2.
