ACCEPTING BIDS AND AWARDING THE CONTRACT FOR TENNIS COURT LIGHTING AT CARLSBAD HIGH SCHOOL TITLE: If Council concurs, adopt Resolution No. b'l-d3% accepting bids and awarding Contract No. 86-1-37032 for lighting nine (9) tennis courts at Carlsbad High School to Saturn Electric in the amount of $108,747 and; appropriating $27,000 from the General Fund Contingency Account #001-840-1990-2999. ITEM EXPLANATION On April 11, 1989 the City Council approved plans and specifications for the tennis court lighting project at Carlsbad High School and authorized advertising of bids. Each company was asked to give a separate bid to (1) light six of the nine courts; (2) light 811 nine courts. Four (4) sealed bids were received on June 9, 1989 as follows: 1. Saturn Electric 2. Bonsall Electric 3. DEWCO (6) Courts $ 98,898 (91 Courts $108,747 109,710 119,976 135,691 150,818 The fourth company, Electric systems, did not submit their bid according to speci f i cat i ons and therefore were di squal i f i ed. Staff recommends award of this contract to the low bidder, Saturn Electric. Staff further recommends completing the entire project of lighting the nine (9) courts at this time. FISCAL IMPACT The City was authorized a total of One Hundred Six Thousand Dollars ($106,000) for tennis related projects under the 1986 Park Bond Act. To date a total of $15,210 has been spent on tennis projects for Valley Jr. High School resurfacing and engineering services to 1 ight the Carlsbad High School courts. Remaining funds for the tennis projects are $80,190. The City will receive an additional $12,226 (10% of all '86 Bond Act Projects) upon notification of project completion. This figure includes an unexpended amount of $1,626 from the Buena Vista School rehabilitation project which will be applied to the tennis court lighting. The recommended bid to install lights at Carlsbad High School is $108,747. In addition, staff is recommending a 10% contingency to fulfill the landscaping requirements of the conditional use permit and to cover any unanticipated costs. Additional funds to complete the Carlsbad High School tennis court lighting are requested in the amount of $27,000. The recommended source of these funds is from the General Fund Contingency Account #001-840-1990- 2999. WHEREAS the City Council of the City of Carlsbad has approved the lighting project for the nine (9) Carlsbad High School tennis courts located on Valley Street and, WHEREAS, funds have been received by the City of Carlsbad from the State of California 1986 Park Bond Act to partially finance this project and WHEREAS, necessary additional funds are avail able in the General Fund Contingency Account #001-840-1990-2999, and WHEREAS, plans, specifications, contracf documents and authorization to advertise for bids for tennis court lighting at Carlsbad High School have previously been approved and, WHEREAS, bids for this project have been received and evaluated to determine which bid will represent the City's best interest; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carl sbad, as follows: 1. That the above recitations are true and correct. 2. That Saturn Electric represents the City's best interest for the lighting of tennis courts at Carlsbad High School. 3. The award for this project completion shall be awarded to Saturn Electric in the amount of $108,747. A transfer of funds in the amount of $27,000 from the General 4. A transfer of funds in the amount of $7,008 from the Valley Junior High Resurfacing Account #180-820-8132-3311 to this project is hereby authorized.
