ITEM EXPLANATION: At the City Council meeting of April 18, 1989 staff was directed to investigate the feasibility of establishing a NO PARKING zone on both sides of Manzano Drive. Staff prepared a report and presented the findings to the Traffic Safety Commission on June 5, 1989. Manzano Drive is a residential street approximately 500 feet long that intersects Carlsbad Boulevard and terminates at El Arbol Drive. Residents have expressed concern about vehicles parking on Manzano Drive when the road is widened to full width and the pending road closure at Carlsbad Boulevard. Excessive noise, wild parties, litter and crime are some of the problems the residents of the Terramar Homeowner's Association have indicated that occurs at this time on Manzano Drive and may continue into the future. Establishing a NO PARKING zone on Manzano Drive has been endorsed by the Terramar Homeowner's Association. Adequate street parking capacity exists on Los Robles Drive and El Arbol Drive on an as-needed basis. Only two homes front on Manzano Drive. The Traffic Safety Commission recommended 5-0 that a NO PARKING zone be established on both sides of Manzano Drive from Carlsbad Boulevard to El Arbol Drive. FISCAL IMPACT: Installation of six NO PARKING ANYTIME signs and posts will cost approximately $500.00. MHIBTTS: 1. Location Map. 2. NS-79 AN ORDINANCE OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.40.071 TO DECIARE A "NO PARKING" ZONE ON BOTH SIDES OF MANZANO DRIVE FROM CARLSBAD BOULEVARD TO EL ARBOL DRIVE. The City Council of the City of Carlsbad, California hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by the addition of Section 10.40.071 to read as follows: "10.40.071 Parking Restricted on Manzano Drive. There will be no parking on both sides of Manzano Drive from Carlsbad Boulevard to El Arbol Drive." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption and the City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Carlsbad Journal within fifteen days of its adoption.
