HomeMy WebLinkAbout1989-07-18; City Council; 10137; Carlsbad BL improvements chg order 8CIT"" OF CARLSBAD - AGENP" BILL APPROVAL OF CHANGE ORDER NO. 8 FOR PHASE I1 OF THE IMPROVEMENTS TO CARLSBAD BOULEVARD, PROJECT NO. 3205 ~ RECOMMENDED ACTION: Adopt Resolution No. ff/J#'approving Change Order No. 8 for the construction of a 1211 waterline and related appurtenances on Carlsbad Boulevard, Project No. 3205 and, appropriation of funds. ITEM EXPLANATION: Phase I1 of the improvements to Carlsbad Boulevard from the Agua Hedionda bridge south to Tierra Del Oro are currently under construction. The western half of the roadway was completed and opened to parking and traffic on June 5, 1989. The project contractor has begun grading of the eastern half of the roadway including the future median areas and adjacent slopes. During the grading operations on the eastern half of the roadway, it was discovered that an existing 12" waterline will be located within 2" of the subgrade in several locations. Subgrade preparation cannot, therefore, be performed without breaking or otherwise damaging the existing high pressure waterline. The project plans and specifications direct the contractor to work around the waterline and provide support and temporary protection if necessary during the grading operations for the roadway. City staff has been working closely with the Carlsbad Municipal Water District staff as well as the project contractor on this matter. It is the opinion of all parties that the existing 12Il waterline cannot be properly or reasonably protected during the grading operations. Additionally, the Water District has expressed concern that even if left intact, the future traffic loads would likely damage the waterline due to marginal cover above the pipe. In conjunction with Water District personnel, City staff identified two (2) options for remedying the waterline situation. First, the 12l' waterline would be lowered in five (5) separate conflict points through the use of manufactured elbow pipe units and connections. This approach is not favored by the Water District since the installation will require a complete shut-down ofthe existing line for an extended duration and increase the potential, due to the number of bends in the pipe, for future cracking and leaking. The price quoted by the contractor for this option is $77,216. The second option is the installation of a parallel 12" pipe at the desired depth which will provide sufficient cover and support for the waterline. The existing waterline can remain in service during the installation of the new line and later be removed by the I Page 2 of Agenda Bill No. /4 /37 contractor when the new line is put in service. City staff and the Water District staff recommend this approach for the following reasons : - There will be no interruption of water service to the local area during installation. - Installation will only require two (2) tie-ins and no irregular pipe bends, thereby reducing the potential for future cracking and leaking. - The new line can be installed within a period of The contractor has quoted a total cost of $94,562 for this option. The scope of work and prices have been reviewed by the District Engineer. It is the recommendation of both City staff and the Carlsbad Municipal Water District staff that this option be selected. Attached for the Council's consideration is Change Order No. 8, to enable the installation of a replacement 12" waterline within the project area. Staff recommends approval of this change order. approximately five (5) to seven (7) working days. FISCAL IMPACT: It is recommended that the Council appropriate $94,562 from the unappropriated fund balance in the Water Capital Project Fund to the project account number 503-840-1860-3205 to enable proceeding with the necessary waterline installation. This capital project account within the Water Enterprise Fund is specifically established for waterline projects. The Carlsbad Municipal Water District Engineer, Mr. Bob Greaney, has indicated he will forward a copy of this report to the District Board as an information item. EXHIBITS : 1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That project Change Order No. 8 in the amount of $94,562 is hereby approved and the Mayor is authorized to execute said change order. Following the Mayor's signature of said change order, the City Clerk is authorized and directed to return the original copy of said document to the Municipal Projects Department for processing. 3.
