ITEM EXPLANATION: Q E Elt aL % z 0 .. - 6 a i 0 z 3 On June 14, 1988, the City Council approved a three (3) par' agreement among the California Department of Fish and Game, tl Buena Vista Lagoon Foundation and the City of Carlsbad for tl joint development of the Buena Vista Lagoon Visitation Area. 'TI Buena Vista Lagoon, including the visitation area, is operated 1 the Department of Fish and Game as an ecological preserve. 'TI Buena Vista Lagoon Foundation is a private non-profit organizatil that is active in preserving the lagoon and its watershed habita The Foundation obtained a $30,000 grant from the Califom Department of Parks and Recreation to construct a nature visitatit area at the lagoon. The City of Carlsbad subsequently agreed t participate in the project by providing staff and additio:ni funding for administration, design and construction. The visitation area will provide visitors to the lagoon a safe a'rc to park and observe birds nesting on the two (2) newly restor( islands. Park benches, an informational kiosk, parking lot light: drinking fountain, and trash receptacles will be provided for tl public use on a small rise overlooking the lagoon. A twenty (;2( car paved parking lot will be constructed at the corner c Jefferson Street and Marron Road. A variety of native Caliform: plant species will be planted around the parking and observatic areas. A raised median will be constructed on Jefferson Street from tk Marron Road intersection to a point past the driveway entrancx Vehicle access will be restricted to right turn in and right tin out because of the proximity of the Marron Road intersection ar the traffic volume on Jefferson Street. A raised asphalt berm w.il be placed across the wide shoulder area on Jefferson Street the is 'currently being used as an informal duck feeding area. A bike lane along the lagoon side of Jefferson Street WE originally intended to be constructed with the visitation aree The San Diego Association of Governments (SANDAG) is funding itt bik'e lane from a Transit Development Act (TDA) Grant. That agenc has requested that the design be revised to include a second bik lane on the south or forest side of Jefferson Street therefore lth project is being redesigned. Site grading will finished prior to November 1, 1989, as required by the Californ Coastal Commission. Final project completion and visitation ar opening is anticipated later that same month. General Plan Consistency: The construction of the Buena Vista Lagoon Visitation Area w determined by an August 3, 1988 minute motion of the Planni Commission to be consistent with the City's General Plan. Environmental Review: The California Department of Fish and Game, on November 12, 198 issued a finding that the construction of the visitation area categorically exempt under the applicable sections of t California Environmental Quality Act (CEQA) . A copy of the findi and cleared on December 13, 1987. was filed with the State Clearinghouse for review by other agenci Coastal Development Permit: The California Coastal Commission issued Permit No. 6-89-100 on M 12, 1989, approving construction of the Buena Vista Lago Visitation Area. Fiscal Impact: On June 14, 1988, the City Council appropriated $30,000 each . pralject account numbers 300-820-1840-3156 and 180-820-8130-31. for a total available funding of $60,000. Up to $30,000 of tl Cit.y's cost is reimbursable by the Buena Vista Lagoon Foundatil through its State Park Grant funds.
