ITEM EXPLANATION: P The Historic Preservation Commission has held public meetings on the above listed sites and found they meet criteria for designation as historic points of interest. All of the properties are privately owned. Point of Interest Designation is used for a historic resource that does not meet criteria for landmark designation but is of such significance as to warrant inclusion in the Historic Resource Inventory. Point of Interest designation does not require owner consent and is done only to recognize the resource, allow for documentation through video and photos, and to determine possible placement of markers at the site. Point of Interest Designation is used for a site that has been or will be razed or relocated. ENVIRONMENTAL REVIEW: The Planning Director has determined that the designation of Historic Landmarks and Points of Interest do not require environmental review. RECOMMENDATION That the Historic Preservation Commission ADOPT Resolution No. 15 recommending that the City Council designate the Gaus House as a Historic Point of Interest. II. DESCRIPTION OF SITE Located at 3162 Jefferson Street, the Gaus House was built in 1929 by Louis Gaus. The structure is a front facing "L"- shaped, single-story, frame building with shiplap siding. Each wing measures approximately 30 by 50 feet. The house exhibits a flared cross gabled roof reminiscent of more elaborate colonial revival style buildings (McAlester and McAlester 1986). The style was Mr. Gausl original design from his east coast heritage. Lumber for the construction of the house was hand selected: the manager of the lumber company permitted Mr. Gaus to select his lumber as soon as delivery was made since Mr. Gaus didn't want any lumber with knots. The house will be moved to 3442 Roosevelt Street where it will be preserved. This is the first historically significant structure that will be saved through relocation. The site qualified for designation as a Historic Point of Interest under Section 22.06.02 of the Municipal Code. The current site will be cleared in order to permit expansion of the Carlsbad Union Church. A condition of the Conditional Use Permit for the Church expansion was that the applicant make a concerted effort to preserve the house by assisting with the relocation. As a result, the house will be relocated to 3442 Roosevelt Street. The Structure is significant not only because of its unique style, but also because the owner/builder, Louis Gaus, was the only electrical contractor in Carlsbad during the late 1920’s. Many of the neighborhood houses were built by Mr. Gaus, and he installed the electrical wiring in nearly all the local homes and businesses. Others, such as the Twin Inns and the Red Apple Inn were rewired by Mr. Gaus. The site is representative of Carlsbad's early community life and the home of one of the earliest families. When one of the Gaus children (Mrs. Fern Gaus Bond) was born, it was noted in the local newspaper that she became Carlsbad's 2,000 resident. III. DESCRIPTION OF SITE The structure which was razed in 1988 had been built in the late 1880's and was located at 2747 Carlsbad Boulevard. This single story house with a gabled roof, fish scale shingles and gingerbread fretwork trim around its eaves and front porch may have been a typical Victorian residence when it was first built. Originally it was the residence of Colonel Ward, whose daughter, Faith Ward Bassett, has reported a small, heart shaped garden in the front yard. From 1915 to 1920 it was the residence of Alexander Shipley, while his wife and daughter continued to live around the corner on Beech Avenue. The house was inherited by his daughter, Florence Shipley Magee, who willed the entire half a block of land on which it was located to St. Michael's Episcopal Church. In the early 1960's the church used the small house as a parish office while the new church sanctuary was being built. Since 1975, the building had been owned by a series of restauranteurs, while the church retained ownership of the land. It was initially remodeled by Jeff Blankenship, who added brick patios in the front and back yards and called it "Mrs. Magee's Sandwiches." His was a successful operation, but successive proprietors made further alterations which led to the structure's eventual abandonment and demolition in 1988. ANALYSIS The site qualifies for designation as a Historic Point of Interest under Section 22.06.02 of the Municipal Code. The site is significant because it was one of the oldest structures in Carlsbad and also because it belonged to Alexander Shipley, one of the most eccentric residents of Carlsbadls early history. RECOMKFaNDATION That the Historic Preservation Commission ADOPT Resolution No. 17 recommending that the City Council designate the Carlsbad Union Church as a Historic Point of Interest. II. DESCRIPTION OF SITE Located at 800 Pine Avenue, the Carlsbad Union Church which was built in the mission revival style that was popular in the mid-20's was an outgrowth of a Sunday School (for adults and children) that was organized in May 1922. Teachers for the Sunday School were Sally Troutman and Marion Holmes, two retired businesswomen who had recently moved to Carlsbad. Their class became a congregation that held its first services in a small store at the south end of State Street. Led by Rev. C. N. Thomas, twenty four member families signed a church charter in November, 1924 and ground was broken for the sanctuary in 1925 and building was completed in 1926. Construction was supervised by John Dalton who had recently completed the demolition of a two-story school building across the street. He obtained the old school bell for the new church and completed construction of the sanctuary for $6743. The sanctuary served until 1966 when a new $18,000 sanctuary was built on the corner of Pine Avenue and Harding Street. The church's original pulpit and lectern were incorporated into the design of the new church and were re- modeled by parishioner Gerald Bowers. Other buildings in the original Union Church complex were a classroom wing, added in 1932 and the 1949 Lee Ruse Hall, named for Carlsbadls first casualty of World War II. ANALYSIS The site qualifies for designation as a Historic Point of Interest under Section 22.06.02 of the Municipal Code. The structure is significant because it was one of the first churches in Carlsbad and as such was a focal point in the formation of the local cultural, social, and political heritage. In the early 1950's it became the center of social and political activism when congregation members became active in a movement to incorporate Carlsbad. Many of these people became the first elected officials of the City of Carlsbad. III.
