RECOMMENDED ACTION:
Adopt Resolution No. f%A53 approving plans and specifications and
authorizing the City Clerk to advertise for bids for the
construction of interim roadway improvements to Rancho Santa Fe Road.
ITEM EXPLANATION
On January 3, 1989, the City Council adopted Resolution No. 89-5, authorizing the design of interim roadway improvements to Rancho Santa Fe Road. This project is intended to improve traffic
flow by straightening the tlS1l curve and widening the roadway along
Rancho Santa Fe Road north of Cadencia. These improvements are
considered interim until such time as a permanent alignment of
Rancho Santa Fe Road is designated and constructed to current standards.
The plans, specifications and contract documents for the project
have been completed and are now ready for advertisement of
construction bids. The interim roadway improvements to Rancho Santa Fe Road will consist of the removal of the existing tlS1l curve
and the realignment of approximately 1,600 lineal feet of travel
way, the addition of a left turn lane at Cadencia Street for northbound to westbound traffic, the addition of a transition lane
at Cadencia Street for eastbound to northbound traffic, and the
installation of a six (6) foot wide painted median for a length of
1,500 lineal feet north of the transition.
A major element of this project is the accommodation of traffic on
Rancho Santa Fe Road and its effects on the staging and progress
of the construction activities and duration. Staff has identified
and the project bid documents have been prepared so that the traffic control portion of the project will be bid in two (2)
different alternatives.
Alternative A will continue to allow the flow of through traffic to Rancho Santa Fe Road during construction. During this period,
construction will take place in three (3) stages and will require
the rerouting of northbound traffic onto the adjacent truck bypass
to allow adequate room for construction activities on Rancho Santa
Fe Road. This rerouting will be in effect 24 hours per day during all workdays, weekends, and holidays throughout the construction period. The plans for this alternative show the extensive use of
traffic control devices for warning oncoming vehicles of the
rerouting and for regulating and guiding traffic while traveling the truck bypass. The construction period for this alternative is
four (4) months.

Alternative B is to close entirely to through traffic the truck
bypass and the section of Rancho Santa Fe Road between La Costa Avenue and Questhaven Road. This road closure will be in effect throughout the entire construction period. The advantage of this alternative is a substantial increase in the efficiency,
productivity, and progress of construction activities. The plans
for this alternative show northbound traffic being detoured
westbound to La Costa Avenue and southbound traffic being detoured
westbound to Palomar Airport Road and Alga Road. The construction period.for this alternative is two (2) months.
Staff recommends approval of the project plans, specifications, and contract documents, and authorization for bids for the construction of this project. Once bids have been received and evaluated, staff will return with a recommendation of which alternative is more
advantageous, economical, and efficient.
A minor amount of adjacent roadway right-of-way is required to
facilitate the interim improvements on Rancho Santa Fe Road. Staff
has forwarded easement documents with the appropriate legal
descriptions and plats to the property owners, the Fieldstone
Company/La Costa Associates, a joint partnership, for their
approval. Conversations with Fieldstone representatives indicate these documents will be executed and returned for acceptance in conjunction with the Council's review of a recommendation of
construction bid award in late August.
ENVIRONMENTAL REVIEW:
The interim improvements to Rancho Santa Fe Road have been declared categorically exempt from environmental review on the basis that
the project will cause no adverse impacts to the environment. The
project involves minor roadway widening and traffic signing and
striping.
GENERAL PLAN CONSISTENCY:
The interim improvements to Rancho Santa Fe Road is an element of
the 1988-89 Capital Improvement Program which has been previously reviewed by the Planning Commission and found to be consistent with the General Plan.
FISCAL IMPACT
The Council has previously appropriated $275,000 of General Capital
Construction Funds in the 1988-89 Capital Improvement Program for
this project. Receipt and analysis of competitive construction
bids will determine the actual project costs. Staff recommends the
City Council proceed with the solicitation of competitive construction bids at this time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS
AUTHORIZING THE CITY CLERK TO ADVERTISE
FOR BIDS FOR INTERIM ROADWAY IMPROVEMENTS
TO RANCHO SANTA FE ROAD. PROJECT NO. 3315
WHEREAS, the City Council of the City of Carlsbad has
determined it necessary and in the public interest to construct the
interim roadway improvements to Rancho Santa Fe Road; and
WHEREAS, plans, specifications and contract documents for
the furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental for said
project, Contract No. 3315, have been prepared and are on file in
the Municipal Projects Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the City Council of the City of Carlsbad,
California, has appropriated funds in the 1988-89 Capital
Improvement Program budget for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1, That the above recitations are true and correct.
2, That the plans, specifications and contract documents as
presented are hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby
authorized and directed to proceed to publish, in accordance with
law, Notice to Contractors inviting bids for the construction of

PASSED, APPROVED AND ADOPTED at a regular meeting of the
