PLN 1-5 AND CANNON ROAD I I I ~~~~ RECOMMENDED ACTION: That the City Counci 1 ADOPT Resolution No. E'? - 3bD , a Resolut. Intention setting to consideration a General Plan Amendment from Service (TS) to Regional Retail (RRI) for property located at thc > nor intersection of Interstate 5 and Cannon Road. ITEM EXPLANATION The staff has held preliminary discussions with the Carltas Compan:y reg the possibility of developing a very upscale regional shopping mall l SDG&E property located at the northeast corner of Interstate 5 and Road adjacent to Agua Hedionda Lagoon. The preliminary, conceptua' shown to staff contained a 900,000 square foot open air mall with anchor department stores, multi-screen theatre, restaurants and a r fashion and specialty shops. The preliminary plan a1 so showed a trail/promenade along the property's entire frontage with Agua He Lagoon with pedestrian access down to the lagoon. The property is presently designated on the General Plan for Travel S (TS) commerci a1 uses and would require a General P1 an and Coastal Amendment to Regional Retail (RRI) in order for the City to consider development plan for a regional mall. Staff is recommending that th, feasibility of a regional shopping mall could be considered at this loc Council action to initiate consideration of General Plan Amendment wou indicate support for the project. It would allow staff to initial processing of a complete Environmental Impact Report (EIR) to det whether a change in land use could work from a traffic, environment compatibility standpoint. We would agree that there is a potential for another regior shopping mall within the limits of the City of Carlsbad. We fec however, that locating the shopping mall at the northeast corr of 1-5 and Cannon Road needs further study. We believe t location would inhibit the continued growth of the existing P1z Camino Real. We also feel that a location further south and mc. centrally located along Palomar Airport Road would be mc. appropriate. Palomar Airport Road has been designated z recognized as a parallel and connecting route for State Highway : It would appear more appropriate to locate a regional shoppl center along the Palomar Airport Road corridor to take advantz of the traffic patterns through our city and to provide a mc. central location for the residents in the south-central portion the City of Carlsbad. Because of its unique location, the proposed site appears to well suited for travel-service/commercial uses. The lagoon settj would provide an excellent location for a destination hotel E General Plan designation appears to be the most appropriate. resort center.
