P&R I IClTY M( RECOMMENDED ACTION: " City Council authorize staff to accept the '!Community Challenge" from the Fieldstone Company to raise funds to purchase a mini bus for the Carlsbad Senior Program. ITEM EXPLANATION: In April 1989, Mary Hendrickson, Manager Charitable Contributions for Fieldstone Company, met with the Senior Citizen Coordinator to discuss the new Carlsbad Senior Center. Following that meeting, Ms. Hendrickson requested a letter (Exhibit 1) outlining the various items for which the Senior Program was raising funds. On June 1, 1989, the Senior Citizen Coordinator received a letter (Exhibit 2) from Fieldstone offering a "Community Challengeit to the Carlsbad Senior Center. This challenge would entail Fieldstone Company matching dollar to dollar up to $20,000 of funds raised towards the purchase of a mini bus (20-24 passenger vehicle). The challenge would end December 31, 1989. The Carlsbad Senior Program presently utilizes a 1982 Ford, 10-passenger van to provide transportation to Carlsbad Seniors. This van has in excess of 96,000 miles on it and Fleet Maintenance has indicated concern r'egarding this vehicle's diminishing reliability. Daily, approximately 27 Seniors are brought to the Noon Lunch Program through the Senior Center transportation service. Due to the size of this vehicle and time C!o?lstralIltS, the northwest quadrant of the City is primarily the area served for persons wishing to come to lunch. Afternoons, the vehicle is utilized to take Seniors to doctors' appointments, and or Wednesdays to grocery shopping. When the passenger van is in for maintenance and repair, whicl usually takes two days, the Senior Program cannot provide an! transportation unless we are successful in borr'owing a vehiclt from another department. The Senior Program also utilizes a 1988 Dodge mini cargo vai which was recently given to the program by the San Dieg County Area Agency on Aging (A.A.A.). This cargo van canno be used as a passenger vehicle. It is used daily to pick u the food from Vista for the noon lunch amd home meal programs. Costs relating to the operation, maintenance an replacement of this Cargo van are borne through the grant fro the A.A.A. 0 Page -2- Agenda Bill # /' 196 In addition, the grant from the A.A.A. funds two part-time van drivers involved in this program, 40% of the maintenance and 30% of the replacement costs for the passenger van presently being utilized, The passenger van presently used by the Senior Program is scheduled for replacement in F.Y. 90-91. If the Senior Program was successful in obtaining a mini bus through this tlCommunity Challenge, Ii staff would recommend that the present passenger van be utilized as a back-up vehicle, or when the passenger load did not warrant the use of the larger capacity mini bus. At replacement time for the passenger van, staff would analyze whether the program had grown to where it needed two passenger vehicles operating simultaneously. It is anticipated that as the Carlsbad Senior Program and the Senior population in Carlsbad continues to grow, the requests for transportation services will also increase. The acceptance and successful completion of this "Community Challengei1 would make it possible to increase the transportation service to Carlsbad Seniors without any capital expense to the City. If the City Council accepts the Fieldstone ilCommunity Challenge, It Senior Program staff would be responsible for the accounting of funds received, press releases and fundraising [i.e., Gerico's Annual Golf Tournament, etc.). Fieldstone Company has indicated that they will challenge major businesses in the area to also get involved in this fundraising effort. SENIOR COMMISSION RECOMMENDATION At their regular meeting, July 6, 1989, the Senior Commission voted unanimously to recommend that the City accept the Fieldstone Company "Community Challenge.!' FISCAL IMPACT: The estimated cost of a 20-24 passenger mini bus is $40,000. The capital cost of this vehicle, $40,000, would be accomplished through the $20,000 from Fieldstone and $20,000 of funds raised. No City funds will be required to purchase this mini bus. Currently, two [ 2) van drivers are employed to operate the Transportation Program. These drivers are paid through the grant from the A.A.A. No additional staff is requested to operate this mini bus. Page -3- Agenda Bill # /4/q6 I The cost to the City to operate the mini bus is as follows: Maint. & Operation: $375/mO x 12 mos. = $ 4,500 Replacement: $725/mO x 12 mos. = .$ 8,700 TOTAL $13,20Oannually The $13,200 for the maintenance, operation and replacement of this vehicle has been included in the F.Y. 89-90 Senior Program budget (Account #'s 001-820-4142-2111 and 001-820- 4142-2112). AS we discussed, the senior Center. The located at 799 Pine be an auditorium, billiards room, arts and a large outdoor city of Carlsbad is presently building a new Center Will be 15,500 square feet and is Avenue. Included in this new facility will dining room, kitchen, library, lounge, & crafts room, dance/exercise room, offices, patio area. Upon completion, the facility will be furnished with those items necessary for its operation. However, we need to rely on private donations and fundraising to purchase the I1speciall1 items to complete the Center. Those llspecialll items include a kiln, large screen television, movie projector, video cassette recorder, patio furniture, and pool tables. on a larger scale, an item which would be most useful and much needed is a minibus. As you know, many seniors are confined to the lack of transportation. The minibus will be used in many needed capacities, such as; transportation to medical appoint- ments, grocery shopping, local day trips to many of San Diego cultural events, or to the Senior Center to take part in one of our many activities. Our program utilizes a 10-passenger van to provide this much needed service. Due to the high demand for transporta&ion, and the large land area of Carlsbad, our transportation program is severely limited. We are aware that the cost of a 24-passenger minibus would be approximately $40,000. We also understand that no one group may have the ability to donate such a large item. their homes for a variety of reasons. This ''Trust Fund1' makes it possible for people and organizations to make tax-deductible donations toward the purchase of a designated item. When the specified funds have sufficiently accumulated, we can then purchase the wished-for item. I hope that this gives you and the Fieldstone Company enough background information so that you would consider assisting with the fulfillment of one of our wishes for our new Center. Should to call. The Fieldstone Company will match one to one up to $20,000 of monies collected from individuals or corporations which are targeted for th minibus. We would expect that the community would be able to meet this challenge within the calendar year 1989 and we hope that this type of a grant would stimulate community and individual support for the Carlsbad Senior Center.
