ITEM EXPLANATION On March 7, 1989, the City Council approved the recommendation of the Recreational Facility Financing Committee (R.F.F.C) regarding the planning and development of the tennis center, soccer fields, and indoor soccer facility. An update of the progress is outlined below. TENNIS CENTER The Recreation Facility Financing Committee recommended that staff initiate development of a multi-court tennis facility adequate for tournament play beginning in 1989, utilizing primarily scheduled Public Facility Funds (PFF) currently designated for tennis courts in the various future community park development projects, i.e. Alta Mira, Zone 19, Alga Norte and Carrillo. Its anticipated that the multi-court tennis complex will be constructed in the first community park that comes on line. The preferred sites, in priority, are Alta Mira, Alga Norte or the Lake Calavera parcel, in conjunction with the municipal golf course. The tennis representatives are aware that the actual development of the tennis complex is several years in the future. Staff has met and will continue to meet with the tennis community representatives regarding the site selection, planning and design of the tennis court complex. SOCCER FIELDS The Recreational Facility Financing Committee recommended the following: a. Initiate development of one (1) field in 1989, utilizing Public Facility Fee (PFF) funds currently designated for park development projects. b. Initiate development of one (1) field in 1989, on an interim basis, utilizing finances through the General Fund. If a permanent site can be secured, lighting should be provided. AB # $/ff - 08/04/89 Page 2 Staff has met with the athletic facility representatives of the R.F.F.C and individuals representing the North Carlsbad Soccer Organization to discuss the soccer field development program. It was understood and agreed that the following action plan would be implemented: 1. As part of an interim measure, utilizing existing budgeted funds, city forces will rehabilitate the upper Valley Junior High School playing field to accommodate league soccer play for the 1989 season. Staff plans to improve the existing playing field by aeriating, top-dressing, fertilizing, provide minor irrigation improvements, and increase the watering schedule. On a more permanent basis the subject field will be completely renovated for multi- use athletic play during the summer of 1990. This project will entail revamping the irrigation system, grading, new soil, and complete re-seeding of turf. These improvements will be submitted for consideration in the fiscal year 90- 91 Capital Improvement Program. This proposed renovation project has been approved by the Carlsbad Unified School District. 2. The renovating and installing of an automatic irrigation system and planting turf on the entire lower Buena Vista Elementary School playing fields has been completed. League soccer play at this site may begin September, 1989. The above improvements to existing available facilities will temporarily satisfy the soccer organization's needs, with the understanding that the City is committed to incorporate large size athletic areas to accommodate adult soccer fields in future community parks. Sites considered for such areas are: Larwin, Alta Mira, Zone 19, Alga Norte, Macario and future school sites. ENCLOSED SOCCER FACILITY The R.F.F.C. recommended that the City should provide space at a future park site for an enclosed soccer facility. The City should attempt to arrange for private development investment for the construction and operation of this facility. If a private development approach of this facility cannot be implemented, the City should incorporate the construction of the facility in its park development master plan and contract out for the maintenance and operation of the facility. Staff plans to incorporate the enclosed soccer facility, if area permits, in the Alta Mira community park site. AB # /i/ff 08/04/89 Page 3 FISCAL IMPACT The initial rehabilitation of the upper Valley Junior High playing field will cost approximately $3,000. Funds are available in the parks maintenance budget 001-4121-2660. The renovation scheduled for fiscal year 1990-91 is estimated to cost approximately $100,000 and will be proposed in next year's Capital Improvement Program budget. -CA RLdA D SOCCER CLUB P.0. Box 1534, Carlsbad, CA 92008 Phone 434-5600 Members of the City Council: Youth soccer in Carlsbad has been become a major recreational option for kids. For the past five years the Carlsbad Soccer Club has shown a 50% growth from 600 to approximately 900 players (62 teams) forecasted for the upcoming fall season. The Carlsbad Soccer Club serves players who live in the northern portion of the city. The Club provides teams for boys and girls ages 5-18. For the past five years, we have been allowed to play at four sites: Magnolia, Jefferson, Kelly and Valley Jr. High Schools. We added Hope School field in ‘88, but it could only be used by our youngest players (5-71. Even though our program grew, we were still restricted to the same number of fields. During the ‘87 and ‘88 seasons we were so over crowded that we had to cut practice time by 33% in order to provide adaquate practice area for all teams. After the time change in early November, many coaches had to stop practices altogether because it was too dark to practice after 5 o’clock. This occurred when there were still 3 games left in the regular season. There are simply not enough fields in Northern Carlsbad for our Club to provide the same level of program as were able to five years ago, For the upcoming season we have been tentatively allotted two more youth sized fields: Calavera and Buena Vista, but our older players (ages 12-18) face the same overcrowded conditions they have faced for the past 2 years, Let me divert for a moment and explain the rationale for a youth program requesting adult sized fields, An adult field is 120 by 76 yards. Players from ages 12-18 are allowed to play their games on a full sized field. Even though the field is labeled an adult sized, youth players require that size. In addition, the Club feels that when an adult sized field is available, but a youth sized is needed, then the layout of the field can be changed to meet the needs of the younger age groups. It is obvious that one cannot change a youth sized field into an adult, full sized field without adequate space. Thus, we achieve more flexibility by having an adult sized field. The Club feels that it provides an important service to the youth of Northern Carlsbad. Soccer is a wonderful game that helps the player learn to work as a team while providing an excellent opportunity to improve physical conditioning. It gives kids something positive and beneficial to do after school. But the Club cannot meet these goals without adequate facilities. The Club is excited about the results of the June election. Many members of the Club were involved in the campaign, We have read over the Park and Recreation Department’s short term plan and agree with their assessment that our short term facilities needs will be met by their action. IIowever,the need for lighted, full sized (adult) fields will continue until the two fields recommended by the R. F. F. C. are in place. I would like to make a very brief statement on behalf of the Friends of Carrillo Ranch. Visiting an historic site, such as Carrillo Ranch, can be both family-oriented recreation and a unique educational experience. Carrillo Ranch is appropriately listed as an official part of the City's parks-inventory. We need the creation of a city-operated Carrillo Ranch Foundation for the receipt of cash donations and precious artifacts from interested supporters. There will be some modest internal administrative and legal costs involved. We need the establishment of a temporary but secure repository for the protection of artifacts until such time as they can be placed on display at the Ranch when it is finally restored and opened to the public. The repository will require some funding for storage space, shipping, shelving, cataloguing and volunteer curating. On behalf of the Friends, I urge Council to ask the Recreation Financing Committee to include consideration of the short-term monetary requirements of the Ranch. The basis is its future as a bona,fide resource. The funding rewarding investment.
