APPOINTMENTS TO CITIZENS COMMITTEE

ITEM EXPLANATION
In December 1987, the City Council appointed seven (7) members to the Citizens Committee to Study Growth for one-year terms. appointed were Clarence Schlehuber (Chairman), Robert Caggiano (Vice- Chairman), Tom Erwin, Matt Hall, Mary Ann Izner, Elaine Lyttleton, and James McCormick.
The Committee completed it original work program with the adoption of it: final report and recommendations in January 1989. One of the Committee's recommendations was that the Committee "reconvene twice a year and receive quarterly reports to maintain an independent review of the City'! Growth Management Plan, to review growth patterns, to ensure compliance with Prop. E and to be available at any time during the year to convene to review and address a new concern or issue arising as a result of growth. "
Members Mary Ann Izner and Robert Caggiano have indicated that they are unable to continue to serve on the committee. recommended for appointed by Mayor Pro Tern Ann Kulchin and Council Membe Mark Pettine. inability to continue to serve, the Mayor asked for new recommendations to be made by Mayor Pro Tem Ann Kulchin and Council Member Mark Pettine. These were made and the Mayor sent a memorandum informing the City Council of his intention to appoint two new members. This memorandum is attached as Exhibit #l.
In addition, the terms of the remaining members have expired. Clarence Schl ehuber, Tom Erwin, Matt Hal 1 , El ai ne Lyttl eton, and James McCormi ck have all indicated a desire and are available to continue to serve on t! Committee Appointment should be made to bring the Committee back to full membership and allow for the Committee to be reconvene.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING MEMBERS TO THE CITIZENS COMMITTEE TO STUDY GROWTH.
WHEREAS, there is a need to reappoint members to serve on t

committee;
