RECOMMENDED ACTION:
If Council concurs, adopt Resolution No.~"31~ appointing a Technical
Advisory Committee to evaluate the development of an 18 hole regulation size
municipal golf course.
ITEM EXPLANATION
At the August 15, 1989 City Council meeting, staff was directed to return
with the appropriate documents to establish a Golf Course Technical Advisory
Committee. The purpose of this Committee is to provide the City with
technical expertise relating to design, development, maintenance, and
operation of the proposed regulation size 18 hole municipal golf course that
will be located on the 252 acre Lake Calavera parcel.
The Committee involvement will be to review the various development proposals
and staff's analyses regarding the golf course development process and
provide the City staff and the Golf Course Steering Committee with technical
expertise as it relates to golf course development and operation.
It is recommended that the Committee be composed of individuals who have
experience in one of the following areas: golf course design, golf course
maintenance, golf course construction or development, golf course operation,
or experience as a golf pro. It is further recommended that anyone with an
interest in making a proposal in developing or operation of the golf course
not be eligible to serve on the Committee.
Although the Council did not specify the number of Committee members, it is
recommended that it be limited to three (3) to five (5) members.
FISCAL IMPACT
With the exception of staff time to serve the Committee, there will be no
additional cost since the Committee is to act in a voluntary capacity.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTINGATECHNICALADVISORY COMMITTEE TO EVALUATE
THE DEVELOPMENT OF AN 18 HOLE REGULATION SIZE MUNICIPAL GOLF
COURSE.
WHEREAS, the City Council has selected the 252 acre Lake Calavera
parcel as the site to develop a regulation 18 hole size golf course; and
WHEREAS, the City Council wishes to appoint a three (3) to five (5)
member Technical Advisory Committee charged with the duty of evaluating the
development of an 18 hole regulation size municipal golf course; and
WHEREAS, the three (3) to five (5) technical advisors shall be
appointed by the Mayor to serve on this Committee;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, the following:
1. That the following technical advisors are hereby appointed to
the Golf Course Technical Advisory Committee:
Ted Vallas
Irv Roston
1 2. That the Golf Course Technical Advisory Committee is directed to
2 provide the City with technical expertise relating to design, development,

/I maintenance, and operation of the proposed regulation size 18 hole municjpal
4 golf course that will be located on the 252 acre Lake Calavera parcel when
5 requested by the City Manager.

I/ 3. That the Committee will continue to serve until final golf design
7 is approved by the City Council or unless otherwise determined by the City
8 Council.
9 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
lo Council held on the 22ndday of August, 1989, by the following vote, to wit: II
