CITY AlTY AMENDING THE CLASSIFICATION PLAN AND SALARY PLAN FOR PARK RECOMMENDED ACTION: City Council adopt Resolution No. the classification description and salary range of Park ITEM EXPLANATION The Personnel Department in concurrence with the Parks and Recreation Department, is recommending a revision of the classification and salary range of Park Planner. Staff recommends that the title of Park Planner be changed to Park Development Coordinator. This title is more representative of the actual duties of the classification. Develop street tree, equestrian trail, and slope planting standards and insure compliance with established City requirements. Update street tree master plan list. Prepare plans and related cost estimates for 1 andscaping and park improvements. Conduct inspections on park landscaping, irrigation systems, and street medians. Participate on City committees and advisory groups. Prepare documents such as General Plan conformance statements, maps, and illustrations that accompany park project recommendations. Consult with City departments, contract architects, and engineers to integrate present plans with long range plans. Provide input and cooperate in the writing and maintenance of the Parks and Recreation Master Plan Component. Maintain records of 1 andscape plans submitted by developers and prepare reports for Parks and Recreation Commission and City Manager. Review and inspect all landscape and irrigation plans for private development within the City and insure that projects are completed to City standards. However, the position is not required to perform these duties and should be deleted from the classification. These duties include: 1. Coordinate the revision of the Parks and Recreation Element of the General P1 an. 2. Calculate, update, and revise park in lieu fees, standards, and formulations. The current classification does not adequately identify all of the duties and res- ponsibilities assigned to this position. It is recommended that the following du- ties, that the incumbent already is performing, be added to the classification description: Review all aspects of park plans for conformance to City policies and program desi res. Supervise and direct the performance of outside consultants and contractors. Prepare Environmental Impact Statements, Conditional Use Permits, and other planning documents for park projects. Make presentations of such to the Planning Commission and City Council. Assist Director on issues of park acquisition and in developing the Capital Improvement Budget. Make written and oral reports (including preparation of Agenda Bills) to the Parks and Recreation Commission, Planning Commission, and City Council regarding landscape architecture and park planning issues. Monitor construction schedule and cost controls in park and re1 ated projects. Schedule design and construction work related to park projects, administer contracts, and coordinate project development team including outside consultants. these reasons, it is recommended that the position of Park Planner be reclassified to Park Development Coordinator and the salary range be revised from range 66 to range 84 of the Miscellaneous Salary Schedule. FISCAL IMPACT The new salary range will increase from step 66, $1,205.15 - $1,464.86 to range 84, $1,441.53 - $1,752.19 bi-weekly. This equals $37,480 - $45,557 on an annual basis. This increase in salary range is being recommended to bring the position up to the market for comparable positions in San Diego County. EXHIBITS 1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, RECLASSIFYING THE POSITION OF PARK PLANNER TO PARK DEVELOPMENT COORDINATOR. WHEREAS, the City Manager recommends and the City Council concurs, that the Park Planner should be reclassified to Park Project Coordinator. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to reclassify the position of Park Planner to Park Development Coordinator, as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to amend the salary range of Park Development Coordinator from range 66, $1,205.15 - $1,464.86 biweekly to range 84, $1,441.53 - $1,752.19 biweekly as described in Attachment B, attached hereto and made a part thereof. Ability tQ: Prepare sketches, plans, and cost estimates of landscaping and related group improvements. Collect, analyze and interpret data pertaining to park development and maintenance. Communicate clearly and concisely, orally and in writing. Establish and maintain cooperative relationships with City officials and employees, the general public, and representatives of other agencies. ExDerience and Education Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: ExDerience: Two years professional or paraprofessional park development planning or 1 andscape architecture or re1 ated planning experience. Education: Equivalent to a bachelor’s degree from an accredited college or university with major work in park management, landscape architecture, urban planning, public administration or a related field. A California Landscape Architecture License is required.
