TITLE: AWARD OF CONTRACT FOR STRIPING
IMPROVEMENTS TO LA COSTA AVENUE
FROM 1-5 TO EL CAMINO REAL,
PROJECT NO. 3319

RECOMMENDED ACTION:
Adopt Resolution ~0.87 -331 accepting bids and awarding a contract for the restriping of La Costa Avenue from 1-5 to El Camino Real, Project No. 3319.
ITEM EXPLANATION:
On May 16, 1989, Council authorized the advertisement for bids for
the restriping of La Costa Avenue from 1-5 to El Camino Real. Five
(5) sealed bids were received on August 9, 1989, as follows:
Traffic Operations, Incorporated
Orange County Striping, Incorporated
Interstate Striping
Safety striping Services Payco Specialties

$ 21,453.38
$ 24,493.86
$ 29,258.81 $ 35,509.00
References had been verified on the low bidder and staff recommends award of the project to Traffic Operations, Incorporated.
This project involves restriping La Costa Avenue from El Camino Real westerly to 1-5 which will include installation of a six foot
painted median separation, bicycle lanes, and left turn pockets at
Saxony and Piraeus Streets on La Costa Avenue.
ENVIRONMENTAL REVIEW:
The restriping of La Costa Avenue from 1-5 to El Camino Real is a maintenance project and therefore considered categorically exempt from environmental review since the restriping will have no adverse environmental impacts.
GENERAL PLAN CONSISTENCY:
The proposed restriping of La Costa Avenue from 1-5 to El Camino
Real, as an element of the Carlsbad Capital Improvement Program Budget, has been found in past reviews by the Planning Commission to be consistent with the Carlsbad General Plan.
FISCAL IMPACT:
Budgeted funds in the amount of $36,000 have been appropriated in the 1988-89 Capital Improvement Program Budget in Account No. 3319.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE
RESTRIPING OF LA COSTA AVENUE FROM 1-5
TO EL CAMINO REAL, PROJECT NO. 3319
WHEREAS, bids have been received by the City of Carlsbad
for the restriping of La Costa Avenue, from 1-5 to El Camino Real,
Project No. 3319; and
WHEREAS, the low bid received for the La Costa Avenue
restriping was submitted by Traffic Operations, Incorporated, in
the amount of $15,100.21; and
WHEREAS, funds are available in the Project Account No.
300-1840-820-3319 for this project;
NOW, THEREFORE, BE IS RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The bid of $15,100.21 by Traffic Operations,
Incorporated for Contract No. 3319 for the restriping of La Costa

Avenue, from 1-5 to El Camino Real is hereby accepted, and the
Mayor and City Clerk are hereby authorized to execute a contract
thereafter.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 12th day of September , 1989,
by the following vote, to wit:
AYES : Council Members Lewis, Kulchin, Larson, Mamaux & Pettine
