RECOMMENDED ACTION:
PURCHASE OF COMPUTER HARDWARE FOR
HYPERCARD AND DESKTOP PUBLISHING

Adopt Resolution No. f/'11✓ authorizing the purchase of Apple
MacIntosh computer ha dware to support library hypercard and desktop
publishing projects.
ITEM EXPLANATION:
For several years the libr~ry has budgeted State Public Library Fund
grant monies to support various automation projects. In the 1989-90
library budget, two proposed projects are being deferred -an
automated serials check-in system and a remodel of the circulation,
periodical and audio-visual public service areas. The purchase of
an ?utomated serials check-in system will be budgeted for 1990-91 in
anticipation of improved software availability. The remodel will be
done upon completion of the new building. Therefore, staff
recommends the implementation of two alternative projects: 1) the
purchase of an Apple MacIntosh Personal Computer and peripherals to
enhance the library's graphics production capabilities and; 2) the
purchase of an Apple MacIntosh Personal computer to expand the
library's information services.
In the Arts, Programs and Exhibits Division of the library the
MacIntosh computer will be used to produce camera ready copy for
printing on the inhouse offset press. Newsletters, calendars,
brochures, book and video lists and other printed materials such as
forms, labels and signs will be set up in one operation. The new
equipment will increase productivity, professionalize the appearance
of materials and will expedite the retrieval and revision of
documents. In addition, computer files will, for the first time, be
transferable between other city departments and the Arts, Programs
and Exhibits Division, avoiding the duplication of file creation.
This desktop publishing capability will enhance significantly the
library's ability to provide design and graphics service to other
city departments.
In the Reference Division, the MacIntosh will serve as a prototype
for the development of a self-service "information station"
utilizing a hypercard program. Ultimately, computers will be
installed in public service areas, providing patrons with access to
the physical layout, resources and services unique to each library
building. Patrons at one library location will also be able to
display what the other location contains. The system will be
designed to answer many patron inquiries without the need for staff
assistance.
Purchase of hardware at this time is recommended to allow the city
to take advantage of a volume discount based on recent acquisitions
by the Carlsbad Fire Department. The discount will expire September
30, 1989 and will save the city over $5,000.

FISCAL IMPA~:
The adopted budget for the Public Library Fund includes computer
hardware and related purchases totaling $63,000. The deferral of
the two postponed projects -automated serials check-in and the
remodel of public service areas -makes $25,000 available for the
purchase of the library hypercard and desktop publishing system.
This acquisition is covered totally by the Public Library Fund
Grant, no General Fund money is required. Projects deferred at this
time will be funded by future grant monies expected in 1990-91 and
beyond.

RESOLUTION NO. 89-334
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
THE PURCHASE OF APPLE MACINTOSH COMPUTER
HARDWARE TO SUPPORT LIBRARY HYPERCARD AND
DESKTOP PUBLISHING PROJECTS.
WHEREAS, the City Council of the City of Carlsbad
7 has agreed that Apple MacIntosh computers wili enhance the
8 library's ability to provide informational services; and
9 WHEREAS, Apple MacIntosh is the sole source vendor for
10 the necessary equipment; and•
ll WHEREAS, a special volume discount purchase is available
12 through September 30, 1989;
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
14 City of Carlsbad, California as follows:

1. That the above recitations are true and correct.
That the purchase of Apple MacIntosh hardware to
17 support the hypercard and desktop publishing projects is
18 approved.
19 3. That the Purchasing Officer is hereby authorized to
20 execute a purchase order for the purchase of the required
21 hardware in the amount of $16,787.00 plus tax.
22 PASSED, ·APPROVED AND ADOPTED at a rsgular meeting of the
23 City Cotmcil of the City of Carlsbad held the 26th day of
