MP PROJECT NO. 3151 (FL -/ CITY MG~ INSPECTION SERVICES FOR THE PALOMAR AIRPORT ROAD WEST ASSESSMENT DISTRICT, CITY*& RECOMMENDED ACTION: Adopt Resolution No. @3#/ approving an extension of an existing consultant agreement with Willdan Associates for resident inspection services for the Palomar Airport Road West Assessment District, Project No. 3151. ITEM EXPLANATION: On July 19, 1988, the City Council adopted Resolution No. 88-250 awarding the construction contract for the Palomar Airport Road West Assessment District, Project No. 3151. Construction began in mid August, 1988, and was scheduled for completion in June of 1989. Completion is now expected to occur in December of 1989, due to the redesign by Pacific Bell of its extensive underground facilities. These facilities were initially identified to be underground by Pacific Bell on the south side of Palomar Airport Road, however, were relocated to the north side of the road resulting in a six (6) month construction delay. The redesign and relocation of the Pacific Bell work comprised ten (10) major manholes, 8,000 feet of duct work, and the switching of 8,000 pairs of wires. This Pacific Bell system in Palomar Airport Road is a major transmission link incorporating its fiber optic network, government, banking, and security lines, and related system facilities. In order to mitigate the extended time period necessitated by Pacific Bell, City staff proceeded to modify the construction phasing with the contractor to accommodate a revised schedule so that the total work scope could still be pursued. As a result of this rephasing, several months of schedule were recovered and substantial additional project work accomplished during the Pacific Bell relocation. Accordingly, additional inspection time due to the extended schedule has been required. The Eixisting contract for resident inspection services between the City and Willdan Associates identifies a scope of services and hourly rates totaling $101,400. Neither the scope of services nor the hourly rates are affected by the recommended extension; only the continuation of resident inspection services due to the extension of the contract schedule. This extension can be accomplished by an authorized increase of the existing City Purchase Order No. 5868 in the requested amount. FISCAL IMPACT The total cost of resident inspection services for the Palomar Airport Road West Assessment District project in accordance with the rates, terms, and conditions of the existing consultant agreement is $101,400. Staff recommends an extension of this cost an additional $57,000 estimated to be sufficient for the balanceof the project. All costs related to inspection services appear e e I, Page 2 of Agenda Bill No. /+ad9 in the preliminary assessment spread confirmed by the city Council in the formation of the District on July 5, 1988. These costs are to be assessed to the District participants upon confirmation of the final assessment at the conclusion of the project. There is no direct City cost related to this expense. PROJECT NO. 3151 WHEREAS, the City Council of the City of Carlsbad k. previously on July 5, 1988 confirmed the preliminary assessmer and unanimously approved the formation of the Palomar Airport Rc West Assessment District; and, WHEREAS, the City Council has previously on July 19, 15 awarded a construction contract to effect said project: and, WHEREAS, the City Council hereby finds it necessai desirable and in the public interest to continue to retain I services of a full-time resident inspector to assist City in 1 administration and construction of said project; and, WHEREAS, the extension of existing resident inspecti services for said project is required. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. That the above recitations are true and correct# 2.
