Staff recommends Council adopt Resolution No. gq -3 55,
awarding the bid for a 5-gang mower and a riding lawnmower.
ITEM EXPLANATION:
The 1989-90 Budget includes funds in the Parks Department
Capital Outlay Account for the purchase of a 5-gang mower and
a riding lawnmower.
In accordance with Section 3.28.120 of the Municipal Code,
Notice to Bidders was published and Request for Bids was made
of ten vendors. San Diego Turf, 7929 Stromesa Court, San
Diego CA 92126, subniltted the most responsive bid of
$33,488.00 plus tax, for the alternate demonstrator model of
the 5-gang mower.
.c.R. Jaeschke, Inc. 8806 complex Drive, San Diego CA 92123,
submitted the most responsive bid of $14,750.00 plus tax for
the riding lawnmower.
FISCAL IMPACT:
Unencumbered funds in the amount of $84,512.34 plus tax are
available in Account No. 001-840-4121-3900 for these
purchases.

I have reviewed the bids for the purchase of a 5-gang self contained
mowing unit and a 72 11 Riding Rotary Mower. After careful consideration
I recommend the purchase of the 5-gang, 450D, Toro Mower and the
Hustler 400, Riding Rotary Mower with the High Lift.
The Toro 5-gang mower was selected for the following reasons:
1. It was the only mowing unit that could meet the minimum 2. 1 liter
engine size specified.
2. It is the only unit that has the bedknife to reel adjustment with no
tools required.
The Toro Mower is the superior product of the mowers submitted. It is
the primary 5-"gang mower unit used throughout San Diego County.
The Huster 400 Mower is recommended to be purchased, the following
reasons are cited:
1, The alternate (or equal) bid prcduct could not demonstrate "an adequate
stock of repair parts shall be available in the local San Diego area for the
equipment offered" as required by specifications.
2. The alternate unit dc.~s not use the hydraulic motor specified.
3, The serviceability of this product in the San Diego area is very
questionable.
!J, The submitted as equal unit, has only been in production for a limited
amount of time (approximately four (4) yP.ars).
s. There have been no "or equal" units purchased in the State of California
by any municipality or public agency.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CAL~FORNIA, ACCEPTING THE BIDS
AND AUTHORIZING THE EXECUTION OF PURCHASE ORDERS
FOR A 5-GANG MOWER AND RIDING LAWNMOWER.
BE IT RESOLVED BY THE CITY COUNCIL of the City of
Carlsbad, C~lifornia as follows:
1. 1.rhat the bid of San Diego Turf, 7929 stromesa court,
San Diego CA 92126, is hereby accepted and the Purchasing
Officer is herebr authorized to execute a Purchase Order for
the purchase of a 5-gang mower in the amount of $33,488.00
plus tax.
