PER lo TITLE ADOPTING THE CLASSIFICATION AND SALARY PLAN FOR COMMUNITY ARTS COORDINATOR City Council adopt Resolution No. €9 -353 , adopting the classification specification and salary plan for Community Arts Coordinator. ITEM EXPLANATION The Human Resource Department in concurrence with the Library, has developed the job classification for Community Arts Coordinator. The Library has a need for a Community Arts Coordinator to assist the Arts Manager with the daily operation of the Arts office. The Community Arts Coordinator will be responsible for coordinating community arts education programs and special events. The Council approved the position of Management Analyst for the Arts Division in the 1989-90 budget. After an analysis by Human Resources, the Community Arts Coordinator position is believed to be a more appropriate classification. The Community Arts Coordinator classification will assist the Human Resources department in recruiting and selecting a highly qualified candidate. FISCAL IMPACT The bi-weekly salary range will be $1287 - $1643. This is the same salary range assigned to the Management Analyst classification and equals $33,462 - $42,718 on an annual basis. The funding was included in the fiscal year 1989-90 budget. EXHIBITS 1. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Community Arts Coordinator should be adopted and included in the City's Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Community Arts Coordinator as described in Attachment A, attached hereto and made a part thereof. That the City Council authorizes and directs the City Manager to add the title of Community Arts Coordinator to the Management Salary Schedule at the 3. range of $1,287-$1,643 bi-weekly as shown in Attachment B, attached hereto and made a part thereof. RAUTENKRANZ, City Clerk \ (SEAL) Attachment A Resolution No. 8'1 - j 5 1 CMUNITY ARTS COORDINATOR DEFINITION Under direct supervision, to perform professional, technical and administrative work involved in coordinating community arts education programs and special events, and to do related work as required. EXAMPLES OF DUTIES Assist in the development of goals, objectives, policies, and priorities for community arts programming. Assist in budget preparation, analysis and administration. Chair community advisory committees and represent the City in the community and at professional conferences and meetings as required. Research, prepare, monitor, and evaluate applications for funding assistance in the pub1 ic/private sectors. Supervise artist-in-community program. Prepare complete reports and make presentations related to community ar programming. Plan and implement educational/participatory programs to stimulate and mainta community participation in the arts. Supervise train and evaluate assigned staff. gUALIFICATIONS Know1 edqe of: S n Principles of organization, administration, budget, and personnel management. Vi sua1 and Performing Arts. Principles and practices of arts administration including promoting, grant proposal writing, producing special events and knowledge of instructional methods in a public school system. Abilitv to: Communicate clearly and concisely, orally and in writing. Establish and maintain cooperative relationships with those contacted in the course of work. Arrange and coordinate speci a1 events. Learn personal computer programs including spreadsheets and word processing. Photograph arts events as needed. Solve unexpected problems unique to arts programming. Attend evening and weekend events as required. ExDeri ence and Education Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: ExDerience: Two years of administrative, budgeting, or other management analysis experience of which one year was involved in coordinating a visual or performing arts program in the community. Education: Equivalent to a bachelor’s degree from an accredited college or university with major work in arts administration, fine arts, public administration, or related field. A master degree in arts administration or related field is desirable.
