TITLE- AWARD OF CONTRACT FOR INTERIM
IMPROVEMENTS TO RANCHO SANTA FE ROAD, PROJECT NO. 3315
RECOMMENDED ACTION:
Adopt Resolution No .89 % y accepting bids, awarding a construction contract for interim roadway improvements to Rancho Santa Fe Road, Project No. 3315, appropriating additional project funds,
certifying the Negative Environmental Declaration, and accepting easements from Fieldstone/La Costa Associates.
ITEM EXPLANATION:
On July 18, 1989, the City Council adopted Resolution Number 89-
253, approving plans and specifications and authorizing the advertisement of bids for the construction of interim roadway
improvements to Rancho Santa Fe Road, Project No. 3315. On August
29, 1989, three (3) sealed bids were received as follows:

This project is intended to improve traffic flow and safety by
straightening the rrSrr curve and widening the roadway along Rancho Santa Fe Road, north of Cadencia. These improvements are
considered interim until such time as a permanent alignment of
Rancho Santa Fe road is designated and constructed to current standards.
The plans , specifications and contract documents for the proj ect include the removal of the existing rrSrr curve and the realignment
of approximately 1600 lineal feet of travelway, the addition of a left turn lane at Cadencia Street for northbound to westbound
traffic, the addition of a transition lane at Cadencia Street for eastbound to northbound traffic and the installation of a six (6)
foot wide painted median for a length of 1500 lineal feet north of the transition.
A major element of the project is the accommodation of traffic on Rancho Santa Fe Road during the construction and its affects upon staging construction activities, progress, and project duration. Consequently, the project bid documents were prepared in such a way
that the traffic control portion of the project was bid in two (2) different alternatives.
The base bid for the project would continue to allow the flow of through traffic onto Rancho Santa Fe during construction. During this period, construction will take place in three (3) stages and will require the rerouting of all northbound traffic onto the adjacent truck bypass to allow adequate room for construction

activities on Rancho Santa Fe Road. This rerouting will be in affect 24 hours per day during all work days, weekends, and
holidays throughout the construction period. The plans for this approach include the extensive use of traffic control devices for warning oncoming vehicles of the rerouting and for regulating and guiding traffic while traveling the truck bypass. The construction period for the base bid approach is approximately five (5) months. It is anticipated that extended delays on Rancho Santa Fe Road will be required during the construction of this approach in order to accommodate through traffic within the construction zone.
The alternative bid approach is to close Rancho Santa Fe Road entirely to through traffic between La Costa Avenue and Questhaven Road. This road closure is intended to preclude all automobile and non-commercial vehicles from entering the construction zone. The alternative construction approach includes the opening of the
northbound truck bypass during all phases of the construction to accommodate northbound only public safety, sanitation, and other
authorized large commercial vehicles. All other vehicles would be restricted from utilizing Rancho Santa Fe Road and the truck bypass in this area and alternatively rerouted onto adjacent arterial streets. The construction period for this alternative approach is two (2) months.
After careful consideration of both approaches, staff's recommendation is that the Council consider the alternative bid
approach including the temporary road closure. Staff further
recommends that the low bid submitted by the Daley Corporation in the amount of $315,562 for the alternative construction approach be accepted.
Staff will make a presentation during the Council's consideration of this item to include a discussion of both construction alternatives, potential traffic impacts, construction schedule, public safety, and related factors. On July 18, 1989 at the time the City Council authorized the advertisement of construction bids, the City Council directed staff to solicit input regarding both construction alternatives from the local government agencies, public safety operations, special districts, and commercial sanitation operators which utilize Rancho Santa Fe Road. Staff will present the results of the input received from these agencies.
Attached for Council Is acceptance is an easement from Fieldstone/La
Costa Associates offered to the City at no cost required for the construction of the interim improvements to Rancho Santa Fe Road.
Also attached is the Negative Environmental Declaration issued by the Planning Director on September 29, 1989 finding that the interim roadway improvements to Rancho Santa Fe Road have been
found to be consistent with the guidelines for implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. The environmental review for this project has concluded that the project will not

have a significant impact on the environment. City Council certify the Negative Environmental Declaration.

Staff recommends the City Council transfer $153,712.00 from the unreserved, undesignated fund balance of the General Fund to the General Capital Construction Fund. Staff further recommends that
this amount from the General Capital Construction Fund be
appropriated to the project account number 300-840-1840-3315 to
enable the City to proceed with the construction of the interim improvements to Rancho Santa Fe Road. If the City Council elects
to proceed with the base bid, road open approach, the itemized project costs listed above will require appropriate adjustment.
Additional funds are necessary for this project because during the final design stage it was determined that to enhance safety in the general area, the roadway grade should be elevated, the overall project length extended, and additional widening at the intersection with Cadencia Street was needed. Staff concurred with
the design consultants recommendation to enhance safety at the increased cost.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ACCEPTING
BIDS, AWARDING A CONSTRUCTION CONTRACT FOR INTERIM IMPROVEMENTS TO RANCHO SANTA FE ROAD, PROJECT NO. 3315, APPROPRIATING ADDITIONAL PROJECT FUNDS, CERTIFYING THE NEGATIVE ENVIRONMENTAL DECLARATION AND ACCEPTING AN EASEMENT FOR SAID PROJECT
WHEREAS, the City Council of the City of Carlsbad has
determined it necessary, desirable and in the public interest to
construct interim roadway improvements to Rancho Santa Fe Road: and
WHEREAS, three (3) sealed bids were received for said project
on August 29, 1989; and
WHEREAS, the low bid for the project for both the base bid and
the alternate bid were submitted by the Daley Corporation in the
amounts of $361,576.00 and $315,562.00, respectively; and
WHEREAS, the City Council has previously appropriated funds
in the amount of $275,000.00 for said project; and
WHEREAS, easements from adjacent property owners are required
to facilitate the installation of said improvements for the
project; and
WHEREAS, the project constructing the interim improvements to
Rancho Santa Fe road is a matter of public safety and necessity;
and
WHEREAS, an environmental review of said project has been
conducted pursuant to the guidelines for implementation of the
California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said

review, a Negative Environmental Declaration has been issued for
the subject project finding that said project will have no adverse
environmental impacts.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by the Daley Corporation in
the amount of $315,562.00 for the alternate construction bid is
hereby accepted and the Mayor and City Clerk are hereby authorized
and directed to execute a contract hereafter.
3. That the City Council hereby authorizes a funds transfer
in the amount of $153,712.00 from the unreserved, undesignated fund
balance of the General Fund to the General Capital Construction
Fund.
4. That the City Council hereby appropriates $153,712 to the
project account number 300-840-1840-3315 for the interim
improvements to Rancho Santa Fe Road within the General Capital
Construction Fund.
5. That the City Council does hereby accept an easement for
said project from Fieldstone/La Costa Associates required for said
project and hereby authorizes and directs the City Clerk to cause
the recordation of said easement documents. Upon recordation of
said easement, the City Clerk is directed to forward copies of said
documents to Fieldstone/La Costa Associates and the Engineering
Department for their records and information.

6. That the Negative Environmental Declaration for said
project has been reviewed with said findings and that the City
Council of the City of Carlsbad hereby certifies said Negative
Environmental Declaration.

NEGATIVE DECLARATION
PROJECT ADDRESS/LOCATION: Rancho Santa Fe Road north and south of Cadencia Street.
PROJECT DESCRIPTION: Widening and reducing curves within an approximate 2,500
stretch of Rancho Santa Fe Road.
The City of Carlsbad has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California
Environmental Quality Act and the Environmental Protection Ordinance of the City,
of Carlsbad. As a result of said review, a Negative Declaration (declaration that the project will not have a significant impact on the environment) is hereby issued for the subject project. Justification for this action is on file in the P1 anning Department.
A copy of the Negative Declaration with supportive documents is on file in the
Planning Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments
from the public are invited. Please submit comments in writing to the Planning
Department within ten (10) days of date of issuance.
