ESTABLISHMENT OF MICROCOMPUTER SPECIALIST
CLASSIFICATION
RECOMMENDED ACTION:
City Council adopt Resolution No. {$37@ adopting the
classification description and sal ry range for Microcomputer Specialist.
ITEM EXPLANATION:
The Human Resources Department in concurrence with the Information Systems Department is recommending the establishment of a Microcomputer Specialist. This classification is being created to provide support to the vast number of current and future microcomputer users
throughout the City. approved in the budget for FY 1989-90.
The City retained the services of a consultant to develop an appropriate classification and salary range for the position. The consultant met with staff from Information Systems to gather information pertinent to the position. The consultant also acquired data and salary specifications from other jurisdictions.
The individual will be responsible for coordinating, installing, and maintaining a City-wide microcomputer networking system. recommend microcomputer and software programs along with providing technical support and assistance to the departments. classification will be to include the designing, developing, and modifying of programs for microcomputer applications.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFI-
CATION PLAN AND SALARY SCHEDULE OF THE CITY TO
ADOPT THE CLASSIFICATION OF MICROCOMPUTER
SPECIAIiIST.
WHEREAS, the City Manager recommends and the City Council
zoncurs, that the classification of Microcomputer Specialist
should be adopted and included in the City's Classification
Plan and Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
Zity of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Hanager to add the classification of Microcomputer Specialist
3s described in Attachment A, attached hereto and made a part
thereof.
3. That the City Council authorizes and directs the City
Yanager to add the title of Microcomputer Specialist to the
Hiscellaneous Salary Schedule at the range of $1,080.20 -
$1,312.99 biweekly as shown on Attachment B, attached hereto
and made a part thereof.

MICROCOMPUTER SPECIALIST
DEFINITION
Under direction, to design, provide liaison and technical assistance to microcomputer users; consult with department representatives to determine hardware/software requirements and develop specifications; install and troubleshoot software and hardware problems; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
The Microcomputer Specialist is a specialized class for positions providing support primarily to microcomputer users. Positions in the class may assist with other data processing division activities.
EXAMPLES OF DUTIES
Designs, develops, and modifies programs for microcomputer applications.
Installs microcomputer equipment and software; customizes installed software to the specific requirements of the user department.
Eva1 uates and recommends microcomputer hardware and software in consideration of department and City requirements.
Responds to inquiries and provides technical assistance regarding microcomputer systems and programs; coordinates activities to resolve program and system problems.
Parti ci pates in identi fying micro/mainframe communication requi rements, and in the development of any related programs.
Directs the activities of a microcomputer user group; edits and distributes a microcomputer newsletter, and otherwise initiates or coordinates communications regarding microcomputer systems, programs, and applications.
Maintains the "Guide1 ines for Microcomputers" Manual.
Maintains a library of microcomputer resource materials.
OUALIFICATIONS
Know1 edqe of:
MS-DOS and Macintosh microcomputer hardware and software.
Principles and techniques of microcomputer systems, programming, and networking.
Computer logic and mathematics.
Use, capability, characteristics and 1 imitations of microcomputers and related equipment.
Principal languages used in microcomputer programs.
Ability to:
Analyze and define probl ems and conceptual i ze pract i cal mi crocomputer sol uti ons .
Develop and revise microcomputer programs.
Communicate effectively, orally and in writing.
Work effectively and cooperatively with computer system users and department staff.
Prepare reports.
Lead and coordinate the activities of a user group.
ExDerience and Education
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
ExDeri ence
One year of professional microcomputer systems and programming experience with systems similar to those used at the City of Carlsbad.
Education
Equivalent to an Associate Degree from an accredited college or university with major coursework in data processing or a closely related field, with emphasis on microcomputer systems and programming .

Possession of or ability to obtain a valid Class C California driver’s license, and a satisfactory driving record.
