ITEM EXPLANATION:
TITLE REMOVE ON-STREET PARALLEL PARKING
ON ELM AVENUE BETWEEN
CARLSBAD BOULEVARD AND PI0 PIC0 DRIVE
At the present time, on-street parallel parking is allowed on Elm Avenue between
Carlsbad Boulevard and Harding Street, except at several specific locations where NO
PARKING signs are currently in place. However, one of the traffic related
improvements associated with the Streetscape Project would be to remove 92 on-street
parallel parking spaces from Elm Avenue to provide two traffic lanes in each direction,
in addition to raised medians and other amenities.
Previous actions of the Housing and Redevelopment Commission has already initiated
construction of several phases of the Streetscape Project. The scheduled 1990 Elm
Avenue portion of the project will remove on-street parking and it has been previously
determined that off-street parking lots would be constructed to compensate for the loss
of street parking.
At the August 15, 1989 meeting of the Housing and Redevelopment Commission, the
Commission awarded the bid to construct three downtown parking lots to provide
replacement parking for those spaces removed by the Streetscape Project. The parking
lots are under construction and tentatively scheduled to be completed by the end of
November, 1989. It has been the intent of the Housing and Redevelopment
Commission to not remove on-street parking until the time that the three parking lots
are completed. Removing on-street parking when the parking lots are completed has
the advantage of providing a transition period from the time that the parking lots are
completed to when the on-street parking would otherwise-be removed by the
streetscape construction sometime in 1990.
The Traffic Safety Commission reviewed this matter at their meeting on July 10, 1989.
By a 5-0 vote, the Traffic Safety Commission recommended that on-street parking be
removed and that a NO PARKING zone be established on both sides of Elm Avenue
when the three downtown parking lots are completed. A NO PARKING zone currently
exists on Elm Avenue from Harding Street to Pi0 Pic0 Drive, therefor the Commission
recommended the limits of the NO PARKING zone extend from Carlsbad Boulevard to
Pi0 Pic0 Drive and be established by an ordinance. At the time on-street parking is
removed, the Traffic Safety Commission recommended that Elm Avenue be striped with
four lanes between Carlsbad Boulevard and Harding Street to join the existing four
lanes easterly of Harding Street.

FISCAL IMPACT:
Undetermined at this time. Signing and striping costs will be negotiated with the
streetscape contractor based upon unit prices for signing and striping currently in effect
for Phase I1 of the Streetscape Project and submitted to the Housing and
Redevelopment Commission for approval.

ORDINANCE NO. NS-91
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA AMENDING TITLE 10, CHAPTER 10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.40.053 TO
DECLARE A "NO PARKING" ZONE ON ELM AVENUE FROM
CARLSBAD BOULEVARD TO PI0 PIC0 DRIVE.
The City Council of the City of Carlsbad, California does
ordain as follows:
SECTION I: That Title 10, Chapter 10.40 of the Carlsbad
Municipal Code is amended by the amendment of Section 10.40.053 to
read as follows:
10.40.053 Parkina restricted on Elm Avenue. Parking of
vehicles is prohibited during all hours of the day and night on
both sides of Elm Avenue from Carlsbad Boulevard to its intersection with Pi0 Pic0 Drive."
EFFECTIVE DATE: This ordinance shall be effective on
January 3, 1990 and the City Clerk shall certify to the adoption
of this ordinance and cause it to be published at least once in the
Carlsbad Journal within fifteen days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of the
Carlsbad City Council on the 17th day of October , 1989,
