THE CARLSBAD COMMUNITY SWIM COMPLEX DEPT. ENG
RECOMMENDED ACTION:
Introduce Ordinance No. d!- yA amending the Carlsbad Municipal Code to designate "TWO
HOUR PARKING between 6:OO a.m. and 2:OO p.m. Monday through Friday from September 1
through June 30 for the twenty-five parking spaces directly in front of the Carlsbad Community
Swim Complex that is located on Monroe Street.
ITEM EXPLANATION
For several years the Carlsbad Parks and Recreation Department has received complaints about
the lack of available parking at the swim complex during school hours. During each school year,
students that drive vehicles to Carlsbad High School occupy all of the parking spaces located
directly east of the Community Swim Complex. As a result, the public using the Swim Complex
must often park on surface streets, sometimes up to several blocks away. Limiting parking to a two
hour maximum in the 25 spaces in front of the Swim Complex will open those spaces for the use
of the public.
A meeting was held on April 26, 1989 between City staff and the Carlsbad Unified School District.
At that meeting various options were discussed and included establishing a TWO-HOUR
PARKING zone for the 25 parking spaces in front of the swim complex. The School District is
in agreement that this is an effective way to provide parking spaces for the general public during
the time the high school is in session.
This matter was discussed at the July 10, 1989 meeting of the Traffic Safety Commission. By a
5-0 vote, the Commission recommended that TWO-HOUR PARKING should be established for
the 25 parking spaces in front of the swim complex between the hours of 6:OO a.m. and 2:OO p.m.,
Monday through Friday. The Commission further recommended that this restriction be imposed
only between September 1 and June 30 of each year.
FISCAL IMPACT:
Unknown expenditure for enforcement by the Police Department which will be partially offset by
citations.

Dear Mr. Johnson,
In response to your memo dated June 22, 1989 concerning the
"Parking Time Restriction at Swim Complex", a meeting was
held April 26, 1989 at Carlsbad High School with representatives from the City and the School District. Those attending were Lynn Chase, Dave Bradstreet, Lt. Shipley, Bill Dunmeyer, Sid Porch, John Blair, Carl Pope and DeWayne Feasel.
The topic of discussion was the patron parking at the swim
complex and it was the concern of the group that 25 spaces
in front of the swim complex should have some means of control. There were several ideas discussed but no firm decision was made at that time on how this was to be done. I understand, from later discussion with the police department, that the two hour parking limit was decided on to be the best method of control.
The Carlsbad School District is in agreement with the two hour time limit. This would provide parking for the swim
complex patrons and still allow parking in the school
parking lot for the pupils.

AN ORDINANCE OF THE CITY OF CARLSBAD, CALIFORNIA,
AMENDING TITLE 10, CHAPTER 10.40 OF THE CARLSBAD
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.40.076
AND 2:OO P.M. MONDAY THROUGH FRIDAY FROM
SPACES IN THE PARKING LOT DIRECTLY EAST OF THE
CARLSBAD COMMUNITY SWIM COMPLEX.
TO DECLARE "TWO - HOUR PARKING BETWEEN 6:00 A.M.
SEPTEMBER 1 TO JUNE 30 FOR THE TWENTY-FIVE PARKING
The City Council of the City of Carlsbad, California hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended b
the addition of Section 10.40.076 to read as follows:
"10.40.076 Parking Restricted in the parking lot east of the Community Swim Complex.
There will be Two-Hour Parking, Monday through Friday, from 6:OO a.m. to 200 p.m.,
September 1 through June 30, 'for the 25 parking spaces located between the driveway
on Monroe Street at the south end of the Swim Complex to the driveway on Monroe
Street at the north end of the Swim Complex."
EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption and thc
City Clerk shall certify to the adoption of this ordinance and cause it to be published once in thc
Carlsbad Journal within fifteen days of its adoption.
