PCH II.ILE; CONTRACT AWARD FOR THE PURCHASE OF FIREFIGHTING WEAR RECOMMENDED ACTION: Staff recommends the Council adopt Resolution No. 81,,. 3 8 2-, awarding the bids for firefighting wear. ITEM EXPLANTION: The City of Carlsbad and ten County agencies participated in this joint cooperative bid for firefighting wear. Each public agency will place their respective order(s) with the selected vendors. All County agencies purchase firefighting wear. In order to take advantage of purchasing in volume, a bid proposal for annual usage of firefighting wear was developed and a Request to Bid was sent to nine vendors. All bj_ds were evaluated by representatives from the North county Fire Equipment Committee and the Purchasing Department. The lowest responsive bid for turnout coats, turnout pants, PBI Hoods with drapes and Nomex Hoods with drapes was submitted by L.N. Curtis & Sons, 1800 Peralta st., Oakland CA 94607. Pacific Safety Equipment Co., 1163 Knollwood Circle, Anaheim CA 92801, submitted the lowest responsive bid for wildland brush gear and structural boots. The lowest responsive bid for gloves and goggles was submitted by San Diego Fire Equipment Co. Inc., 266 Eleventh Ave., San Diego, CA 92101. Uniform Delight, 1423 N. Garey Ave. , Pomona CA submitted the lowest responsive bid for suspenders. FISCAL IMPACT: 91767, The City of Carlsbad anticipates spending approximately $5,600 for firefighting wear during this fiscal year. Funds in the amount of $37,416.26 are available in Fire Department's Fire suppression Special Supplies Account No. OOl-840-2220-2660 for the purchase of these items. EXHIBITS: 1. 2. 3. I f ~ Exhibit "B" EXCEPTIONS TO FIREFIGHTING WEAR SPECIFICATIONS TURNOUT COATS Halprin Supply Company's bid took the following exceptions to the specifications: 1. Kevlar thread to be used versus the specified Nomex thread for this garment. 2. Kevlar wristlets to be used versus the specified Nomex. 3. The coat front closure to be needlepunch in storm flap instead of both facings as specified. San Diego Fire Equipment company's exception to this bid was the use of Kevlar thread instead of Nomex thread. PBI HOODS WITH DRAPE San Diego Fire Equipment Company's bid for this item failed to meet the drape length requirement, while Halprin supply Company failed to submit a sample, as specified, in bid. NOMEX HOOD WITH DRAPE Vallen Safety Supply Company and Pacific Safety Equipment Company's bids di~ not include the specified drape. GLOVES Vallen Safety Supply company's bid did not meet the interior construction requirements and also had the wing thumb which is not acceptable. Halprin supply Company's glove sample was of inferior quality, did not have a hanging "loop", and therefore did not meet specifications. Uniform Delight's glove sample proved excessively bulky, a poor fit, while the wristlet was not as substantial as required. SUSPENDERS Halprin supply Company, L.N. Curtis & sons, and San Diego Fire Equipment co. Inc. did not provide a sample suspender with metal button attachments, as specified. ~ - l 2 3 4 5 6 RESOLUTION NO. 89-382 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING THE PUR,.HASE OF FIREFIGHTING WEAR. WHEREAS, the City of Carlsbad wishes to join with various County agencies in the purchase of firefighting wear: and 7 WHEREAS, bid proposals were solicited from ten 8 vendors and were judged against known criteria; and 9 WHEREAS, it is advantageous to the City to order 10 the firefighting ·wear throu~h the means of an annuai bid. ll The City Council of the City of Carlsbad, 12, -Cali~ornia, does hereby resolve as follows: 13 1. That the above facts are true ar.d correct. 14 15 2. That the bid for suspenders, as shown on Exhibit "A", be awarded to Uniform Delight, 1423 N. Garey Ave., Pomona CA 91767. 6. That Purchase Orders to the above named vendors shall be executed by the Purchasing Officer as the needs arise.
