RECOMMENDED ACTION:
Adopt Resolution No.@: 38% ccepting the construction of improvements to Chase Field project No. 3723 as complete, directing the City Clerk to record the Notice of Completion, and authorizing the Finance Director to close the project accounts upon payment of all final claims and costs.
TITLE: NOTICE OF COMPLETION FOR THE CONSTRUCTION OF IMPROVEMENTS TO CHASE FIELD
ITEM EXPLANATION:
On November 11, 1989, City Council adopted Resolution No. 88-411 accepting bids and awarding the contract to Chase Associates. All contract work has been satisfactorily completed.
The construction was complete back in July 1989. However, discrepancies in the contractors payroll accounting (to comply with HUD requirements) has delayed staffs recommendation for final acceptance until this time. Staff is now satisfied that HUD requirements have been met.
The final construction contract was $184,693 which included three change orders (two additions and one credit) totaling an additional $4,771 which were handled administratively. In addition to the contract with Chase Associates, the City independently purchased from the project account sixteen trash receptacles, two picnic tables, additional fencing, and various plant material to augment the improvements being installed by the contractor. The City's purchases were $5,202. The total cost of the combined improvements was $189,894.
FISCAL IMPACT:
Funds in the amount of $198,250 have been previously appropriated by the City Council for this project. A summary of the final project cost is as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE CONSTRUCTION OF IMPROVEMENTS TO CHASE
FIELD PROJECT NO. 3723 AS COMPLETE, DIRECTING THE CITY CLERK TO
FILE THE NOTICE OF COMPLETION, AND AUTHORIZING THE DIRECTOR OF FINANCE TO CLOSE THE PROJECT ACCOUNTS UPON PAYMENT OF ALL FINAL CLAIMS AND COSTS.
WHEREAS, improvements to Chase Field, Project No. 3723 have been
satisfactorily completed; and
WHEREAS, the City Council of the City of Carlsbad has previously
appropriated certain funding for said project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, the following:
1. That the above recitations are true and correct.
2. That the construction improvements to Chase Field, Project No.
3723 are deemed complete and hereby accepted.
3. That the City Clerk of the City of Carlsbad, California, is
directed to record the Notice of Completion for said project.
4. That the Director of Finance is hereby authorized to close the
project accounts upon payment of all final claims and costs.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 7th day of November, 1989, by the following vote, to
wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
