HD. flTG. 11/T/89 MULTI-FAMILY LOTS ON IEVANTE IEPT. PLN STREET cl” e?- / RECOMMENDED ACTION: If the City Council intended to have special development standards established for the vacant, multi-family lots on Levante Street, your action would be to refer the matter to staff and the Planning Commission for the preparation of a specific plan. EEM EXPLANATION The City Council at its meeting of September 12, 1989 denied an appeal and upheld the decision of the Planning Commission in approving an g-unit, single-family, planned unit development on Levante Street. The subject property is one of five, vacant RDM (Multi-Family Residential) lots located on the north side of Levante Street west of La Costa Avenue (location map attached). One of the concerns expressed by the opponents of the project who live in the adjacent single-family neighborhood was the cumulative impacts of development of the other four lots if the subject property was approved for development. Part of staffs presentation on the project focused-on the fact that the project exceeded the minimum development standards of the RDM Zone because it was located adjacent to an existing single-family neighborhood. During the discussion of the item, several concerns were expressed by the Council regarding the minimum development standards of the RDM Zone as they applied to the other vacant lots. It was not clear to staff whether the City Council wanted staff to follow-up and specifically address these concerns as they pertain to the other lots. By letter to the Mayor dated September 20, 1989, a representative of the existing single-family neighborhood has requested that the Council direct staff to prepare’special development standards for the four remaining lots to address setbacks, parking and height of buildings. If this was Council’s intent, the mechanism would be the preparation of a specific plan and the matter should be referred to staff and the Planning Commission with direction to prepare a specific plan. Alternative actions include: 1. Reviewing the issues on an individual project basis. Discretionary review and a public hearing will be required for any development on the remaining vacant lots. Under the RDM Zone, even if a multi-family project is proposed, a site development plan is required. PAGE 2 OF AGENDA BILL NO. /&,3sCO 2. Consider amending the RDM Zone to impose more restrictive, transitional development standards when any property with that zone is located adjacent to an existing single-family zone. Preparing a specific plan or amending the RDM Zone will require staff time. The amount of time that it will take to prepare and process the item will have to be determined based upon staffs present workload. 1. Location Map 2. As you will have gathered, one of our concerns was that approval of the project would set a precedence .for the other , lots to be developed in the same manner. If this were'to be / -., the case, the safety problems inherent with the lack- of -L ---:I' T; sufficient on-site parking would clearly be exacerbated. : Furthermore, we. all feel that the compatibility issue would be less nebulous if it were more clearly defined. Accordingly, we are requesting that you ask council to direct the planning staff to prepare a specific plan in order to address the following specific issues regarding the other four lots: Nigel A.
