Introduce Ordinance No. 0S-9K to establish a prima facie 30 mile per hour speed
limit upon Calle Barcelona from Rancho Santa Fe Road to Via San Clemente.
ITEM EXPLANATION:
Calle Barcelona serves as a single point access to several hundred homes located
easterly of Rancho Santa Fe Road and has an Average Daily Traffic (ADT) volume of
1,900 vehicles. A new elementary school is being constructed on Calle Barcelona and
is scheduled to open in January 1990. School activities will result in peak traffic
increases at the beginning and end of each school day.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities
to establish a prima facie speed limit on the basis of the results of an engineering and
traffic survey. Staff presented the results of the survey to the Traffic Safety
Commission on October 2, 1989. Based upon the results of the engineering and traffic
survey the Commission recommended by a 4-0 vote, that a prima facie 30 mile per
hour speed limit be established upon Calle Barcelona from Rancho Santa Fe Road to
Via San Clemente.
FISCAL IMPACT:
Installing two speed limit signs will cost approximately $250.00.

ORDINANCE NO. NS-94
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF
THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION
10.44.340 TO ESTABLISH A PRIMA FACIE 30 MILE PER HOUR
PRIMA FACIE SPEED LIMIT UPON CALLE BARCELONA FROM
RANCHO SANTA FE ROAD TO VIA SAN CLEMENTE.
The City Council of the City of Carlsbad, California hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is
amended by the addition of Section 10.44.340 to read as follows:
"10.44.340 Calle Barcelona. Upon Calle Barcelona from Rancho Santa Fe
Road to its intersection with Via San Clemente, the prima facie speed limit
shall be thirty miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption
and the City Clerk, City of Carlsbad shall certify to the adoption of this ordinance and
cause it to be published at least once in the Carlsbad Journal within fifteen (15) days
after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on
the 21st day of November , 1989, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad
Council held on the sth day of December, 1989 by the following vote, to wit:
