RECOMMENDED ACTION:
Discuss the procedures for fining violators of noise standards at McClellan-
Palomar Airport and take appropriate action.
ITEM EXPLANATION:
The consultant for the McClellan-Palomar Airport year long Federal 150 Noise
Study indicated he does not favor a mandatory fining procedure for violators
of noise standards at the airport, according to the attached editorial of the
North County Blade-Citizen.

None, other than staff time.
