HD. qmf CITY MG ADOPTION OF PERS HEALTH PLAN FOR CPOA RECOMMENDED ACTION: The City Council adopt Resolution No. frgfly membership of the Carlsbad Police Officers‘ Association to enroll in the PERS Health Care Programs and Resolution NO. allowing dependents of a deceased employee to continue coverage. ITEM EXPLANATION: approving the f’$4/3 The Memorandum of Understanding (MOU) with CPOA specifies that on January 1, 1990, the City shall enroll the members of this Association in the PERS Health Plan. In addition, this coverage is extended to retirees, and the City is obligated to contribute $16 per month for the retirees‘ coverage. The group will have their selection of six different health plans throughout the San Diego area. This includes Health Net, Kaiser South, Peak Health Plan, PERS-Care, Peace Officer Research Association of California, and Ross Loos/Cigna. The City must notify PERS that certain employees are enrolling in the plan. This is accomplished by Resolution. The MOU with CPOA also establishes the creation of a fexible benefit plan for the Police Association. This means each employee will receive a certain amount of money each month to spend on benefits. The City and CPOA have agreed to the following amounts: EmPlovee + Deoendent Amount Paid/Month Employee Employee + 1 Employee + 2 $150 225 300 Staff is further recommending that PERS allow family members to continue in the health plan in the event of the member‘s death. This would be at no cost to the City since the family member would pay the entire premium. The second resolution provides for this option. FISCAL IMPACT: The costs for the flexible benefit plan are already included in the FY 1989-90 budget. The approximate costs are $110,250 for the remaining fiscal year. WHEREAS, Government Code Section 22850 provides the benefits of the Public Employees' Hospital and Medical Care Act to employees of local agencies contracting with the Public Employees' Retirement System; and WHEREAS, Carlsbad, hereinafter referred to as Public Agency, is a local agency contracting with the Public Employees' Retirement System under the Act; and WHEREAS, Government Code Section 22821 provides certain additional benefits to employees of local agencies contracting under the Act upon proper application; and WHEREAS, the Public Agency desires to obtain for its employees the benefit of Section 22821 and to accept the liabilities and obligations of a contracting agency under the Section. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as follows: 1, That the above recitations are true and correct. 2. That the Public Agency elect, and it does hereby elect, to be subject to the provisions of Section 22821 of the Government Code.
